The Naval Surface Warfare Center, Dahlgren Division (NSWCDD), intends to non-competitively, issue an Indefinite Delivery/Indefinite Quantity (ID/IQ) contract with fixed pricing, for acquisition of a maximum quantity of CLIN 0001 -- 3 each, LLS Matrix Switches (MPS-16); CLIN 0002 -- 9 each, LLS Matrix Switches (MPS-32); CLIN 0003 -- 9 each, Parallel Switches (MPP-32); CLIN 0004 -- 12 each, LLS FO Extenders (FX-4S); CLIN 0005 -- 12 each, LLS Laser Options (FX-4S/1); CLIN 0006 -- 24 each, Parallel FO Extenders (FX-4P); CLIN 0007 -- 96 each, Parallel Laser Options (FX-4P/1); CLIN 0008 -- 48 each, Parallel Extended Voltage Options (FX-4P/2); CLIN 0009 -- 6 each, 4 -- Channel LLS Bit Error Rate Testers; and CLIN 0010 -- 3 each, 19" Rack Console with Touch Screen Computer Control; to X-COM, Inc., 8809 Sudley Rd., Suite 202, Manassas, VA 20110. This acquisition is to fulfill the mission of connecting the shipboard configured Cooperative Engagement Capability (CEC), AN/USG-2 Data Processing Terminal (DPT) to all required AEGIS baseline configurations located at the Aegis Computer Center (ACC) and the Aegis Training and Readiness Center (ATRC). This capability is for the Independent Verification and Validation and Certification of the CEC software. The equipment will complement the existing X-Com hardware in use at the land based test sites. This procurement must be sole source based on their unique capability of fiber optic conversion and the requirement to be compatible with existing hardware at the current Land Based Test Sites. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Simplified Acquisition Procedures (SAP) will be used in accordance with FAR 13.5. The solicitation number is N00178-00-R-3060 and is a Request For Proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-15, dated 25 February 2000. The Standard Industrial Classification code is 3679, with a size standard of 500 employees. The applicable DPAS rating is DO-A7. Delivery shall be FOB destination to Address: Naval Surface Warfare Center, Dahlgren Division, 17320 Dahlgren Road, Code T23 Bldg. 1490 Rm. 1079, Dahlgren, VA 22448-5100. The initial order of equipment shall be delivered by, 30 November 2000. Delivery under additional orders shall be within 60 days of issuance of order. Additional delivery orders under the proposed contract may be placed for a period of three (3) years from the date of contract award. The following provisions and clauses are in effect: Clause 52.212-1 Instructions to Offerors -- Commercial applies to this solicitation and is incorporated by reference. The Government will award a contract from this solicitation to the responsible offeror whose offer conforms to the solicitation, meets all of the specifications for each CLIN at the overall lowest cost, and has a satisfactory past performance history for providing the same items. The offeror shall provide with its offer a list of at least three examples of previous sales of the requested items with a description of the item, quantity, contract number, date, name of organization point of contact, and telephone number. Offerors shall include a completed copy of provision 52.212-3, Offeror Representations and Certifications -- Commercial Items with offer.
