synopsis/solicitation for commercial items prepared in accordance with
the format in Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; proposals are being requested and a written
solicitation will not be issued. This solicitation number 678-87-00 is
issued as a Request for Quotation. The solicitation document and
incorporated provisions and clauses are those in effect through Federal
Acquisition Circular 97-18. This is a 100% Small Business Set-Aside.
The SIC is 3845. The Size Standard is 500 employees. Clauses and

/oa&mm/vaar/ Description: Characteristics for a Perfusion System: Item
001: (2 ea) Base with four microprocessor-controlled peristaltic pump
units, 115v, 13 amps, in spill proof enclosure; Item 002: (8 ea)
Roller Pump, 115v; (2 ea) Safety Monitor with mounting arm; Item 003:
(2 ea) Ultrasonic Air Sensor, 3/8" sensor with tubing (9.5mm) ID x
3/32" (2.4mm) wall; Item 004: (2 ea) Arterial Monitor fully integrated
display for one pressure, three temperatures and two timers.
Temperature monitoring range 0-49.9 degrees C, Pressure monitoring
range 45-990 mmHg with alert and alarm settings, two independent timers
with hours, minutes and seconds up to 9 hours, 59 minutes, 59 seconds;
Item 005: (2 ea) High Intensity Quartz Lamp; Item 006: (2 ea) Cable
Clamp Assembly. Minimum required operating characteristics: Safety
monitor that can be set to stop the designated arterial pump if air is
detected or the reservoir lever is low. Equipment must be
self-diagnostic. Roller pumps must be belt driven; the belt driven
system requires no replacement and is guaranteed for the life of the
unit. The roller mechanism must be field adjustable. Pump modules must
be usable separate from the base. Precise digital readouts that
display flow rates in liters per minute or revolutions per minute. Pump
speed must be measured by an accurate optical tachometer. Must have a
safety system that requires operator to re-start any pump that stops
due to an alarm situation. Must have a pulse width modulator motor
control to regulate incoming power values precisely. Equipment shall be
fully warranted for a period of 12 months including all repairs, parts
and labor. Delivery shall be made between 8:00 AM and 4:00 PM, Mon-Fri
to the Southern Arizona VA Health Care System (SAVAHCS), Warehouse
Bldg. 14, 3601 South Sixth Avenue, Tucson, AZ 85723 not later than 60
days after award. Supplier/Manufacturer shall provide authorized
service representatives to install, set-up and test. Include as a
separate line Item 006: the cost for training two biomedical engineers
employed by the SAVAHCS. Training shall include all required service
and maintenance manuals. Toll Free Technical Support must be available.
Product or descriptive literature may be submitted along with the
offer. If used this literature must clearly indicate that the equipment
meets the characteristics and minimum operational requirements
specified.The provisions at 52.212-1, Instructions to Offerors
Commercial, applies to this acquisition. Offerors are to include a
completed copy of the provisions at 52.212-2, Offeror Representations
and Certifications Commercial Items, and VARR 852.219-70 Veteran-Owned

criteria included in paragraph (a): The following factors shall be used
to evaluate offers: (i) the technical capability of the item offered to
