is a combined synopsis/solicitation for commercial items prepared in
accordance with the format in FAR Subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation; a quotation is being requested and
a written solicitation will not be issued. Solicitation number
F08620-00-T-0121 is hereby issued as a Request for Quotation. The
incorporated provisions and clauses are those in effect through Federal
Acquisition Circular 97-17. This solicitation is 100% set-aside for
Small Business and is under Standard Industrial Classification Code
3861, with a small business size standard of 500 employees. Contractor
shall design, integrate and setup a portable data wall with a
multi-channel processor capable of displaying large amounts of data to
include: video on multiple rear projection display screens. Quote
should include all necessary hardware, software, components and cables
to fully integrate the system. Additionally, all labor, tools,
materials, transportation and initial on-site training for setup and
operation are to be included in the quote. The data wall will have a
primary viewing size of five feet (5') height by ten feet (10') width.
The data wall must support a larger secondary viewing size of eight
feet (8') by sixteen feet (16'). At least one other viewing size
between primary and secondary viewing size is desired but not required.
The data wall must be capable of using up to 6 projectors to generate
the views listed. The data wall must be modular and portable. Each
module must easily fit through a standard thirty-six inch (36") doorway
(thirty-four and one-quarter inch 34 14" by seventy eight and one half
inch 78 12" clearance) turning from a four foot (4') wide hallway.
Each module shall be equipped with caster wheels and a "lock together"
feature for firmly interlocking the modules. The lock feature must
provide ease of assembly, disassembly and provide enough stability to
not require adjustment beyond initial setup. To support the multiple
viewing sizes, the modules interlock at different predetermined
separation distances between one another. The primary and secondary
screen mounts must be easy to install and not require adjustment after
installation (firmly held in place). The projector module to screen
mount mechanism must provide a simple method to position the screen to
ensure proper convergence of projector images. The data wall assembly
and disassembly times shall be less than 4 hours, for individuals with
a goal of less than 2 hours for 2 individuals. The data wall must have
a Windows NT-based display wall controller, capable of driving a six
(6) projector array, making the whole array look and act like a single
large display. Include capability to make individual windows as large
as desired and move them across the entire display. The controller, as
a minimum, should consist of the following capabilities: 8-high
resolution, 24-bit color display channels from 640x480 through
1600x1200; 2-hot swappable display channel cards (4 channels per card);
at least 6-composite video inputs, 12-composite video inputs desired;
2-RGB capture engines with 8-RGB switchable inputs; Dual 750mHz PIII
processors or equivalent; 512 MB error correcting code (ECC) SDRAM
memory; Three 10/100mHz Ethernet interfaces; One-removable HDD slot
with two-18 GB hard disk drives; CD-ROM, floppy disk drive and 250 MB
Zip disk drive; IR wireless 101 keyboard and mouse; Dual, hot swappable
power supplies and hot swappable fan assembly; Rack mount chassis;
Windows NT 4.0 workstation software; Amplified (minimum 16 watts
RMS/channel) stereo sound system with display module rack mounted
speakers; Galileo display wall software or equivalent, including
Jupiter Multichannel, Jupiter Live Video Client, X-server UNIX
connectivity, LANArray Networking, and annual customer support; Data
video projectors delivering 2000 ANSI lumens or better with no less
than 1024x768 resolution; 1280x1024 resolution desired. Contrast ratio
300:1, synchronization range horizontal: 15-100kHz, vertical:
50-117Hz, inputs: NTSC, S-video, RGB, PC card and USB port; Wide angle
zoom lens (one per projector) compatible and interchangeable with data
video projectors. The projector mounts may be equipped with fine
alignment capability. The modules, to include projector mounts, shall
not require the use of external alignment mechanisms, to include but
not limited to shims. The primary viewing screen preference is 14 inch_
Fresnel Lenticular Lens Screen or equivalent, providing maximum offset
viewing angle, 3.5 gain gray contrast, razor edge framing supporting
0.5mm or less separation. Folded optics (single order first surface
mirror) may be employed. The primary projection screen must be easily
removable to accommodate portability and to enable secondary screen
projection. In the primary screen operational configuration, the
housing shall be designed to fit in a room with 8'(feet) ceilings and
be no deeper (front of screen to back of module) than 4' (feet),
minimal footprint is preferred. The larger secondary screen must
support portability and ease of setup. It is desired the secondary
screen be made of flexible material (Film Screen 150 or equivalent).
The mount will be black matte finish. The data wall hardware and
software shall be flexible enough to operate with less than the full
module configuration (i.e. 1 or 2 modules). It is also desired that the
module hardware and software support the addition of extra module(s)
(i.e. 4 or more). Acceptable human factors engineering design shall
drive the data wall design (i.e. projection height, font sizes
employed, etc.). Vendor will provide freight for all components of this
system and on site cleanup. This is to be a turnkey system to include
any and all remaining components, connectors and cabling. Vendor will
provide operator and maintenance manuals, line drawings, and testing,
one-year minimum on-site warranty on all equipment and on-site training
for operator personnel. GSA items shall be noted as well as the GSA
Contract Number. If quoting on an equal,the manufacturer, part number
and specifications shall be included with your quote with sufficient
information (i.e. product literature, product samples, technical
features and warranty provisions) to evaluate compliance with the
requirements of the solicitation. GSA items shall be noted as well as
the GSA Contract Number. An on-site visit is scheduled on 31 Aug 2000,
at 1400 (2:00PM CST) for those offerors wishing to understand the
scope of the requirement. Registration can be made by contacting Lt.

before 45 days after receipt of award. Place of delivery and
installation shall be C2 Battlelab, 238 Hartson St, Bldg. 90064,
Hurlburt Field FL. The following clauses and provisions are
incorporated either by reference or full text and are to remain in full
force in any resultant purchase order; FAR 52.212-1, Instructions to
Offerors_Commercial Items (MAR 2000). It applies to this acquisition
and is amended to read: FAR clauses and provisions canbe located via
the Internet at: http://farsite.hill.af.mil. Submit signed and dated
quotations on company letterhead or quotation form. Offers shall be
evaluated in accordance with FAR 52.212-2, Evaluation _Commercial
Items, which is incorporated into this Request for Quote, with addendum
to paragraph (a) as follows: The following factors shall be used to
evaluate offers: (i) technical capability of the item(s) offered to
meet the Government requirement; (ii) past performance; and (iii)
price. Technical and past performance, when combined, are significantly
more important than price. The Government will make award to the
responsible offeror whose offer conforms to the solicitation and is the
greatest value to the Government, considering the technical capability,
past performance, and price. When technical capability and past
performance are combined and are evaluated essentially equal, price may
be the deciding factor. The Government reserves the right to make award
without discussions. Offerors shall submitthree (3) past performance
references which are recent, within the last three (3) years, and
relevant to this solicitation. Each reference shall include a company
name, address, point of contact, and commercial and fax numbers,
contract number and value of total project. Each offeror shall include
a completed copy of the provisions at FAR Clause 52.212-3, Offeror
Representations and Certifications_Commercial Items (FEB 2000), with
