THIS IS A REQUEST FOR INFORMATION ONLY. Western Area Power
Administration (Western) is seeking to identify responsible potential
sources and obtain information for Barcode System for Fixed Assets (FA)
and Stores Inventory (SI). The system should be Y2K compliant and
real-time or as close to real-time as possible. The software for the
system should not be hardware restricted and should be radio-frequency
(RF) compatible. Essential Requirements (in priority order): 1. A
barcode system must interface with Oracle and Maximo. 2. The system
must be able to perform basic functions for warehouse and assets.
Warehouse: It is important for the system to perform three core
functions: Issues, Returns, and Physical Inventory (count current
stock). Once the core functions are operational, additional
functionality can be explored including transfers, receiving, and
adding new items. Assets: The core functionality for assets includes
changes to responsibility, location, and sensitive user; adding assets
that are foundon inventory, and a note field to annotate damage,
condition code, need for new tag, etc. 3. The system should be an
applications generator versus pre-programmed software. 4. The system
software should be easy to use. The following are essential features of
easy-to-use software: level of support, ease of licensing, need for
many concurrent users, and the software should be intuitive. 5. Ease of
Implementation: The following elements are essential to implement a
system: Minimal use of Western programmers and short user learning
curve (which would include user support and adequate user training). 6.
Hardware: Essential features are: RF capability in warehouses; weather
resistant; lightweight; portable; durable; adequate memory; adequate
battery life; warranty; adequate user/maintenance support manuals.
Desired Performance Characteristics: 1. Warehouse Issues: An automated
system is required for issuing stock from Western's local and remote
warehouses 2. Transfers: Automated transfers of Western stock from one
region to another is required using barcode technology. Upon
completion of the function the stock records are updated. 3. Physical
Counts of Stock: The application should be capable of collecting the
physical count information for conduct of stores physical inventories.
4. Fixed Assets Inventory: The application should be capable of
assigning asset tag numbers through an on-demand function. The
application should maintain as much current functionality as possible.
This includes being capable of downloading the current FA database to
the desktop or laptop. 5. Maintenance Inventory: The application is
for the future addition of plant physical inventory with many of the
same processes used for FA inventory. 6. Maximo Receiving: The
application is capable of remotely scanning or entering the appropriate
warehouse code, the purchasing document and line number. The stock
number and quantity ordered are displayed from the Maximo database. The
quantity received is entered and the stock records updated with the
information. 7. Other Receiving: The application is for the future
addition of receiving non-stores stock based on Maximo or BIDSS
(allowing for accountable assets information) purchasing information.
Receipt of accountable asset Validation Criteria: The system should be
validated against the BIDSS FA and Maximo data bases. Tables within
those systems will be updated via the barcode technology and therefore
the barcode system should not ask for information that cannot be
transmitted to the production databases. The barcode system shall
update the specific fields within the record without completely over
writing the existing record. Screen Descriptions: The screens should
contain the table and title information in either the asset or stock
records that are kept in BIDSS or Maximo that requires action or
update. Reports: Reporting from the bar code system should include: 1.
Documentation of stores issues -- the Maximo issues report should be
generated on demand from the barcode system. 2. Documentation of stores
transfers -- document the TO and FROM to serve as a notification or
receipt. 3. Documentation of Stores Inventory -- the report should have
the flexibility to sort in various ways. The system should also produce
a report of what items have been inventoried by row/rack/bin and what
items have not been inventoried by row/rack/bin. The system should also
produce a discrepancy report. 4. Documentation of FA Inventory -- the
report should have the flexibility to sort the uploaded data in various
ways. The system should also produce a report of what items have been
inventoried by location and date and what items have not been
inventoried by location and date. The system should also produce a
report that shows assets that do not exist in BIDSS FA. System
Requirements: 1. System must be Windows 95/2000 based. 2. System must
be compatible with Oracle Financials and PSDI's Maximo. 3. System must
have the ability to import reports coded in Structured Query Language
(SQL). Organizations having the expertise and capabilities to provide
the required items are invited to provide information discussing such
capabilities. Include the following information: 1. Company name. 2.
Contact name. 3. Telephone number. 4. Descriptive Literature. 5.
Estimated pricing. This should be submitted not later than September 8,
2000 and should consist of a total of no more than 5 pages, excluding
any marketing and product brochures. Please submit the above
