is being requested by the Government in accordance with the provision
in the Federal Acquisition Regulation (FAR) 52.215-3-Solicitation for
Information or Planning Purposes (APR 1984), as prescribed in FAR
15.402(c), 15.402(e), and 15.405. The scope of this Request for
Information (RFI) covers equipment, advanced technology, and
professional services to support terrorism preparedness and response
operations in the United States. The Department of Defense (DoD),
Consequence Management Program Integration Office (CoMPIO) and
Department of Justice (DoJ), Federal Bureau of Investigation Weapons of
Mass Destruction Countermeasures Unit co-chair the InterAgency Board
(IAB) for Equipment Standardization and Interoperability. The IAB's
charter is to: 1) develop and maintain a national Standardized
Equipment List (SEL) for use by the interagency community in preparing
for and responding to acts of terrorism in the United States; 2)
analyze new science and technology for terrorism response operations;
and 3) validate equipment and technology requirements for standard use
throughout the terrorism response community ensuring interoperability
and unity of effort. The IAB is organized into six subgroups for
Science and Technology, Personal Protective and Operational Equipment,
Medical, Interoperable Communications and Information Systems,
Detection and Decontamination, and the Standards Coordination
Committee. Each sub-group is chaired by a first responder and consists
of panels of subject matter experts in their area of concentration.
The role of each subgroup is to maintain and update their commodity
area of the Standardized Equipment List (SEL) and to address ways and
means to which technology can support terrorism preparedness and
response operations. The SEL is generic in nature and is provided as a
guideline to state and local first responders when developing and
acquiring their terrorism response equipment. The IAB is currently in
the process of identifying new equipment requirements and updatingthe
SEL for calendar year 2001. The purpose of this RFI is to: 1) inform
industry of the IAB process; 2) encourage industry participation in the
SEL development process by having industry provide the IAB with written
submissions/presentations on equipment, science & technology
initiatives, and professional services; 3) notify industry of the next
IAB conference for April 2001 and seek industry attendance. The IAB
will host the annual meeting and Advanced Concepts and Technology
Exchange (ACTE) from 16 to 20 October 2000, in Oklahoma City, Oklahoma
in conjunction with the Oklahoma City National Memorial Institute for
the Prevention of Terrorism (NMIPT). If interested in participating in
the 2000 Marshall Convention and ACTE, you are encouraged to submit
written information packages of available equipment and initiatives for
consideration by the IAB. Attendance by industry will be limited to
industry association representatives, who are invited to send a small
delegation to provide technical input to the IAB SubGroups during the
work sessions conducted during the Convention. Industry association
participation is limited and based on space availability. Responses
that the Government obtains from industry as a result of this RFI will
not be used to award a binding contract. Those interested in
supporting the government with the development of the SEL by submitting
technology, product, or process information and/or industry
associations desiring to attend the meeting are encouraged to contact
