NASA/MSFC plans to issue a Request for Quotation (RFQ) for UPDATE OF COMET/OCM (CONCEPTUAL OPERATIONS MANPOWER ESTIMATING TOOL/OPERATIONS COST MODEL), THE CURRENT ISAT OPS COST ESTIMATING TOOL. DESCRIPTION OF WORK: This work is separated into two phases because preliminary work (Phase 1) is required to 1) determine the need, sources and accessibility of updated Shuttle/ELV operations data; 2) develop the details of the desirable enhancements. The development work (Phase II) will incorporate the new data and enhancements. 1 Phase 1: Determine the feasibility of undertaking an update of COMET/OCM to 2000. The contractor shall: 1.1 Review COMET/OCM database input requirements 1.2 Consult with original OCM development staff personnel. 1.3 Assess the applicability of the latest version of the NASA PoP (to be provided by NASA/MSFC) 1.4 Determine what / when are the other appropriate data sources for STS / ELV ops costs 1.5 Determine the effort necessary to transfer / transform these data sources into appropriate COMET/OCM inputs. 1.6 Estimate the required effort to adjust COMET/OCM to accurately incorporate the new data. 1.7 Determine other appropriate COMET/OCM enhancements, necessary to generate more accurate output. 1.8 Interface with USA / JSC / MSFC on availability of other data sources for STS ops 1.9 Develop, plan for, and estimate the total cost of Phase II COMET/OCM (2000) 2 Phase II: Update and validate COMET/OCM manpower and cost database. In addition, enhance analytical capabilities as determined in Task 1. Revise COMET/OCM Users Manual as required to reflect new data and capabilities. DELIVERABLES: 1 Phase II Plan and Estimate 2 Revised Software 3 Documentation of the processes and results of the database/tool validation 4 COMET/OCM 2000 User's Manual (revised from original manual) This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/MSFC intends to purchase the items from Lockheed Martin Astronautics, Huntsville, AL pursuant to FAR 13.106-1(b), Soliciting froma single source. General Dynamics Corporation (GDC) developed COMET/OCM from 1992 through 1994 under contract to MSFC. General Dynamics was later acquired by Lockheed Martin and the GD COMET/OCM Project Manager and the prime developer of the model became and are still LM employees. In order to efficiently update and enhance COMET/OCM it is essential that the original developers be used to the maximum extent practical. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government.
