B -- DEVELOP A PRIMER/TRAINING MANUAL SOL MDA908-00-R-0032 POC Michael T. Patrom, (202) 231-2159 The Virginia Contracting Activity intends to award a contract to Ms. Brenda Connors, 136 East 36th Street, New York, NY 10016, on a sole source basis to develop a primer/training manual which will serve as the final phase incorporating prior research. Ms. Conners served as the principal researcher, analyst, and methodology developer on this project. The main purpose of this final phase is to synthesize and capture in a basic manual the research and analytical findings, insights from other disciplines, and lessons learned from experience in applying the methodology developed under the project. Ms. Connors has been closely involved in all aspects of the project from it's beginning in 1996. This acquisition is to be accomplished under the authority of FAR 13.106-1 (b) Only one source available. The contractor has demonstrated unique qualifying experience and award to another contractor would result in unacceptabe delays given the extensive period of time that another contractor would need to develop the necessary experience. It is anticipated that a Firm Fixed Price (FFP) contract will be awarded NLT mid September 2000. The expected period of performance is 12 months following contract award.
