enter into a sole source modification to a previously awarded
simplified acquisition procedures (SAP) purchase order that was awarded
to Computer Applications Specialist, Inc. of Laurel, MD on a sole
source basis under the authority of 41 USC 253(c)(1). The National
Institute of Standards & Technology (NIST), Standard Reference
Materials (SRM) Program has a requirement to modify an existing
purchase order that was awarded on a sole source basis to Computer
Applications Specialists, Inc. (CAS) of Laurel, MD. The original
purchase order awarded to CAS was for web site enhancements utilizing
"shopping cart" technology. The modification is to leverage that
technology to further enhance the web site as well as to allow for the
automatic production of a hardcopy SRM catalog. A substantial portion
of the modification must be completed by September 29, 2000.
Additionally, CAS implemented the original software and have
prerequisite knowledge and capabilities to perform the enhancements
required. Any other company would require a substantial investment of
time in training, which would be expected to negatively impact the 29
September 2000 deadline for completion of a substantial portion of the
modification effort. The estimated award date for the purchase order
modification is 15 days after publication of this notice. Interested
persons may identify their interest and capability to respond to the
services requirements noted above. This notice of intent to award a
sole source modification to an existing purchase order is not a request
for competitive quotations; however, the Government will consider all
responses received by August 31, 2000. A determination by the
Government not to compete this proposed requirement based upon
responses to this notice is solely within the discretion of the
Government. A Request for Quotation (RFQ) package is not available.
