This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/JSC intends to acquire a Portable Spectroreflectometer. This instrument will be used in both a laboratory setting and in the field; to measure the spectral total hemispherical reflectance of Spacecraft surfaces and related materials used in the construction of flight hardware. Minimum requirements are as follows: OPERATIONAL CONDITIONS: The time required for each measurement shall be no longer than 3 minutes to minimize operator fatigue during overhead measurements. If the instrument is divided into components: 1) the operation of the instrument must be controllable by a single operator at thepoint of measurement and 2) the distance between the instrument and supporting power supply or other components shall be no less than 8 feet (cord length). MEASUREMENT OUTPUT: The instrument must provide an automatically calculated, integrated value for the reflectance (or absorbance) of the surface being measured. POWER REQUIREMENTS: 110 VAC WEIGHT: A combined weight of less than 60 pounds for the entire instrument, in its operational configuration. The component(s) used to make the measurements must be light enough, less than 18 pounds that overhead measurements can be comfortably, made by a single individual, without compromising the measurement. SAMPLE SIZE AREA: 1.4 cm maximum diameter, 0.5 cm minimum diameter WAVELENGTH RANGE: 250 nanometers to 2500 nanometers or greater (not to exceed 3500 nonometers) REPEATABILITY: +/- 3% or less over the wavelength range SPECTRAL RESOLUTION: 9% of the wavelength with automatic slit control EXTERNAL REFERENCE STANDARD: An external reference standard must be provided for field calibration of hte spectroreflectrometer. The standard must include a highly reflective surface such as a metal film and highly absorbent surface such as a black or absorbent paint. The provisions and clauses in the RFQ are those in effect through FAC 97-19. The SIC code and the small business size standard for this procurement are 3829 and 500, respectively. The quoter shall state in their quotation their size status for this procurement. All qualified responsible business sources may submit a quotation which shall be considered by the agency. Delivery to NASA/Johnson Space Center is required within 20 days ARO. Delivery shall be FOB Destination. The DPAS rating for this procurement is DO-C9.
