The General Services Administration, Federal Technology Service, Region 8, Denver and its Client, Secretary of Defense (Health Affairs) and the TRICARE Management Activity, intend to procure on a Sole Source basis from Conwal Incorporated, 6858 Old Dominion Drive, Suite 200, McLean, Virginia 22101, 703-448-2300, Jill Corcoran, the following services: Consultant Support The mission of the Operation/Advanced Technology Integration Center (O/ATIC) is to provide automation support to the office and staff of the Assistant Secretary of Defense for Health Affairs as well as the Executive Director and staff of the TRICARE Management Activity. Automation support is defined as network management, office automation tools, help desk management, inventory control, video teleconferencing design, implementation and support of the worldwide web, document management, Information Technology Conference Management, and support of the Advanced Technology Integration Center (ATIC). This mission includes technology insertion, technology investigation and interoperability, verification and validation of any proposed hardware or software to the Military Health System (MHS). In addition, this directorate is responsible for supporting and advising the entire MHS on technical issues as needed. The requested consultant will be an executive program manager with technical, managerial, and political expertise to advise on the direction of the MHS, IMT&R, O/ATIC and industry on medical information management issues; be a strategist on developing and implementing technical and functional changes to the MHS based on current position and industry trends; be an ambassador to the three service CIOs, the Program Executive Office, the Pentagon counterparts, all six business areas as well as the ASD, PDASD, and DASDs within Health Affairs; be a political advisor on what organizations' responsibilities are, who works for whom, and what personalities come into plan when dealing with issues at this level; be a historian on why the environment isthe way it is, what decisions were made in the past and why alternatives were not selected; be knowledgeable on all 90 of the MHS medical applications, which program office has responsibility, and stay current on the direction these programs are going; be a business analyst knowledgeable on what direction this operation takes, the impact on that direction and keeping in mind what business decision is in the best interest of the government; be a financial expert, informing the government on the best return on investments, contract negotiations, cost drivers in industry, funding alternatives, and how to implement cost efficiencies throughout the MHS; be an acquisition expert providing alternatives to contracting, strategies of different methodologies for acquiring needed resources; be an innovative, creative source who brings alternatives to how business is currently done and keep the MHS in the forefront on the delivery of healthcare, working knowledge of eHealth initiatives, health portals, healthcare delivery reengineering, and any new activities facing industry and military health medicine. This consultant was requested by the Director, Information Management, Technology and Reengineering and the Director of Operations, Advanced Technology Integration Center to provide Senior Program Management support for the delivery of the MHS mission. With the reduction of government personnel in this 300-plus operation, this Senior Program Management individual would provide unmatched expertise in support of over 1500 customers TMA wide. With a government staff of two supervising over three hundred contractors, the Director needs someone with all of the skills listed above to help the government make the best decision possible. PURPOSE: The TRICARE Management Activity requires the following services to be purchased for the task order currently under contract. The government intends to have Conwal, Incorporated provide the service as sole source. IMPACT: Without these services the project cannot be fully accomplished for the TRICARE Activity. Without the requirement being fulfilled, work may stop and deliverables may not be met. JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION: In the effort to complete a working system, it is recommended that Conwal, Incorporated provides the service to meet timeframes, milestones, and schedules. Conwal, Incorporated has established relationships with subcontractors that can perform the required services, the services are incidental to the total order, the services are unique in nature, and the services are needed to complete a successful effort. Due to Conwal's experience and knowledge of the operation of the Health Affairs/Office Automation Network, the development and implementation of the Health Affairs Video Teleconferencing program and the implementation of both the Health Affairs and TRICARE Management Activity worldwide web efforts, Conwal's consultant is immediately productive. Due to Conwal formerly being involved in supporting the Healthcare Information Management and SystemsSociety (HIMSS) Conference project officer, Conwal's recommendations are key for the DoD role in the annual HIMSS Conferences. If Conwal, Incorporated is not used, it is estimated that many of the government's initiatives currently in process would be severely impacted. This is not a formal solicitation.
