The Naval Air Warfare Center, Aircraft Division, in Lakehurst, NJ intends to enter into negotiations on a sole source basis with Honeywell Normalair-Garret Lt. (Christ Church, Dorset, UK BH236EW) for development and production of (9) each of Honeywell Test Set, Temperature Control, Model 6256K000. The specification calls for a cabin temperature control test set that is required during adjustment and functional testing of the temperature selector/controller WRA. These items are for AV-8B support equipment and Honeywell Normalair-Garret Lt. is the only responsible source; no other supplies will satisfy agency requirements. Honeywell Normalair-Garret Lt. is the original equipment manufacturer of this item. As a minimum, the contractual obligations required by this specification are: 1) the cabin temperature control test set shall be used to provide the necessary stimulus, evaluation, control, and other performance characteristics needed to perform functional testing and adjustment of the temperature selector/controller WRA and 2) the company awarded this contract must provide technical data and expertise for continued support of this item since this equipment is currently being used in a fleet. The delivery will be within 36 weeks. Interested firms may identify their desire and capability to respond. This notice is not a request for competitive proposals. However, the Government will consider all responses received within fifteen days after the date of publication of this synopsis. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the Government's discretion. Information received as a result of the notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
