combined synopsis-/-solicitation for a commercial item prepared in
accordance with the Federal Acquisition Regulation (FAR) Part 12.6 as
supplemented with additional information included in this notice,
however, A copy of the SF1449 can be down loaded from the NECO Site at
http://www.neco.navy.mil. The solicitation number for this Request for
Quotation is N00244-00-T-1331. This solicitation and incorporated
provisions and clauses are those in effect through Federal Acquisition
Circular 97-18. This solicitation is issued on a unrestricted basis.
FISC San Diego has a requirement for the following: On-Site maintenance
agreement for the upkeep and repair of Government owned equipment (two
Electron Scanning Microscopes) to factory specifications. Services are
to include all parts, labor and travel. The contractor shall provide
all test equipment ( including tools, diagnostic and alignment devices,
meters, etc.) diagnostic software, maintenance schedules, supplies and
services. Period of Performance Base year 01 October 2000 through 30
September 2001 with three option years. Equipment is located at the
Naval Aviation Depot, Naval Air Station, North Island, Building 469,
San Diego, CA. The Contractor shall provide unlimited emergency repairs
on an on-call basis during normal working hours (0700 1600 hours)
Monday through Friday with a 72 hour response time. Date and time shall
be noted in trouble call log to reflect all maintenance calls and any
exceptions as stipulated herein. In addition, the contractor shall
provide a minimum of two (2) routine preventive maintenance inspections
during the contract period. Inspection dates will be agreed to between
the customer and contractor. The Contractor must have full knowledge
of the equipment and must be able to perform all work in compliance
with manufacturers specifications and in accordance with the statement
of work. The contractor shall furnish to the Government a maintenance
service report for each visit to the site. The contractor shall
complete the report at the end of each visit. The report shall include
but not limited to the following: Date and Time notified, Date and
time arrived, Type, Model number and serial number of equipment
serviced, time spent on repair, description of malfunction, general
description of any parts replaced, comments as to the cause of the
malfunction, date and time system/equipment returned to operational
condition, time to acquire replacement parts (if applicable) There
shall be no additional maintenance charges other than those specified
herein, regardless of when maintenance is performed, time spent by
maintenance personnel after arrival at the site (or lodging awaiting
the arrival of additional maintenance personnel or delivery parts) or
for transportation to and from other sites. Contractor shall comply
with all security regulations. Upon award, a letter requesting sit
clearance for maintenance personnel must be submitted to code 09.2.,
(NADEP) Security Department, Letter shall include Name/s, clearance/s,
Contract number and contract commencement and end dates. The letter
shall be required within five (5) working days after contractor
receives order. Contractor to bill quarterly in arrears. Equipment is
as follows: Electron Scanning Microscope Series 4, Solid state BSE
Detector, Specimen Current Amplifier, Lab6 Electron Gun System,
Transmitted Electron Detector, External Spot (Beam) Control, Liquid
nitrogen trap for Defstak, Rotary Pump, Electron Scanning Microscope,
Integrated Frame Store, Digital X-Ray Mapping, Color TV Monitor,
Scintillator BSE Detector, Specimen Current Amplifier, Auto Image
Brightness/Contrast, Image Balance Display, Lab 6 Electron Gun system,
Selected Area Diffraction, X-Y-Z Stage Motor Drives, Feature
Measurement, Transmitted Electron Detector, Second Camera System, Dual
Line Profile Module, External Spot (beam) Control, Liquid Nitrogen
Trap for Difstak, Rotary Pump, Auto Faraday cup, Laser Beam Locator
System, Stereoptical Microscope.Acceptance shall be at destination. The
