This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. The announcement constitutes the only solicitation: Proposals are being requested and a written solicitation will not be issued. Solicitation number is F09650-00R-0248. This solicitation is issued as a request for proposal (RFP). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-19. Contract line item (CLIN) is 0001 -- one -- job -- Repair #3 Boiler, Bldg 177. Boiler is made by Badcock and Wilcox, National Board No. 18541. Scope of work requires removal and replacement of all deteriorated firebox refractory and insulation, including but not limited to: floor corbels, sidewall packing, front/rear wall header gas baffles, screen wall baffles, burner throats, observation/instrument port openings. Repair the burner gas rings for number 2 and 3 burners. The contractor shall furnish everything required to perform this work statement except electricity, which will be government provided. The contractor shall comply with all safety regulations and any permits that may be required. The contractor shall repair all air inleakage (air Leaks) in boiler shell. Date of delivery is 10 Sep 00. Place of delivery/Acceptance point/FOB point are Building 177, Robins AFB GA. The provision at 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition. The application of the provision at 52.212-2, Evaluation -- Commercial Items is used on this solicitation. The factors for evaluating offers are: price, technical capablity, and past performance in decending order of importance. Technical capability and past performance when combined are equal, price being most important.
