The Naval Surface Warfare Center, Dahlgren Division, Coastal Systems Station, Panama City, Florida, intends to award a competitive purchase order for modifications to MK V Special Operations Craft (SOC) system to support a truck bumper mounted winch. The MK V SOC system consists of the MK V Craft, a specialized transporter and a military Freightliner truck. To assist in loading this system onto C-5 aircraft for deployment, a bumper-mounted hydraulic winch system has been developed. (Winch is not included in this effort.) The winch is powered by the transporter on-board hydraulic power unit (HPU). Modifications required are: Freightliner (M916A1E1) trucks -- Fabricate, clean, pressure test and install hydraulic tubing and flex hoses to provide hydraulic power from aft to the front bumper. (Includes providing mounting hardware, and stud welding or drilling to high strength steel frame.) Install 24 VDC power takeoff (2-wire) for winch control. Reorient bumper mounted shackle clevises (2) for winch mount. Transporter -- Standardize existing QD connections for supply/return lines, including rotating supply line QD to face aft. Mount brackets (3) to secure jumper hose (to truck connection.) Jumper Hoses -- Provide hoses to connect truck to transporter (2) and to winch (2). Components and installation are required for Eight (8) Freightliner trucks/ MK V SOC Transporters, with components only provided for an additional Two (2) trucks/transporters (no installation required.) The work on the transporters must be done at the SBU-12 MK V facility at NAS North Island. The work on the trucks may either be done at the MK V facility or at a vendor facility in the metropolitan San Diego area. Trucks will not be moved or provided for work outside of this area.
