function at the Naval Magazine, Pearl Harbor, Hawaii. NAVMAGPH is
comprised of two (2) separate branches (Lualualei and West Loch) on the
island of Oahu. Services include all labor, materials, equipment,
transportation, supervision, issuance, receipt, storage, handling, and
management pertaining to ammunition handling. Annual estimated
workload: 141 vessels loaded/offloaded; 117 small boats
loaded/offloaded; 33,651 tons received; 32,822 tons issued; 4,100 tons
restowed/downloaded; 500 tons segregated; 20,124 tons stock on hand
(average). Contractor shall maintain staffing sufficient to load/unload
250 lifts for non-milvan ordnance or 56 milvans per day, or a
combination of both (simultaneous operations) of 125 lifts for
non-milvan ordnance and 28 milvans per day, including
dunnaging/securing time. Thirty-day phase in and pre-duty training
required. Period of performance: 01 October 2001 for a firm period of
one (1) Base period and four (4) option periods, with the possibility
of one (1) Base period and up to nine (9) option periods. (All offerors
will be required to submit proposals for the ten year period and award
will be for a minimum of one (1) Base and four (4) option periods with
additive (option) periods (years 6-10) being determined at time of
award). Pre-proposal/Site Visit will be scheduled after solicitation is
issued. This is a Best Value procurement and the contract resulting
from this solicitation shall be awarded to that responsible offeror
whose offer conforming to the solicitation is determined the best value
to the Government in terms of technical acceptability, past performance
and price. A Security Clearance of SECRET will be required of the
successful offeror. This requirement is currently not considered a
Commercial Service, and the solicitation is not going to be mailed.

evaluation factors and submittal instructions. Subsequent amendments to
the solicitation, if any, will only be promulgated via the referenced
web page. The Government will not mail, fax, or email the solicitation
or any amendment thereto. Because this will be a web based
solicitation, a Bidders Mailing list will not be maintained. Offerors
are responsible for checking the referenced web page early and
periodically for any solicitation amendments. The Government web site
is occasionally inaccessible due to maintenance. The Government is not
responsible for any loss of Internet connectivity or for an offerors
inability to access the document posted on the reference web page.
