SPAWARSYSCEN Charleston is soliciting information from potential sources for providing engineering and technical services, including: project management support, engineering design, operational systems engineering, installation and integration, test and evaluation, and logistics support services, for electrical/electronic equipment at various Air Traffic Control (ATC), Aviation Technical Service (ATS), and Meteorological (METOC) facilities. Design requirements include actual design, development, and/or modification of engineering drawings, drawing schedules, technical data and/or specifications, and development of test, checkout, prototype equipment, certification procedures, and analysis of equipment as necessary for the installation or reconfiguration of electrical/electronic systems and equipment for ATC, ATS, and METOC facilities. Installation efforts shall include the installation, integration, removal, fabrication, repair, checkout, site acceptance, tower erection, site demolition, heavy equipment operation, rigging, lifting, and field change and/or overhaul of electronic/electrical equipment and systems (hardware and software) for ATC, ATS, and METOC facilities. Life cycle support requirements include establishing and updating facility maintenance logs and technical performance records; completing routine maintenance; maintaining spare parts, tools, and test equipment; and, other related efforts necessary to provide complete and usable systems for test and evaluation purposes at ATC, ATS, and METOC test beds located at SPAWAR Systems Center Charleston, SC. Life cycle support also involves efforts including: developing, designing, fabricating, installing, and testing and evaluating Engineering Change Proposals (ECPs) and corresponding Field Change Bulletins (FCBs); reviewing, evaluating, and preparing recommendations to the Planned Maintenance System (PMS) and Technical Feedback Reports (TFBRs); providing required specialized technical assistance to restore operational systems at various locations (typically Naval/Marine Corps Air Stations and Antarctica); and, performing equipment verification testing and inspections. Applicable electronic/electrical equipment includes, but is not limited to the following: Communications Control Equipment; Radar Indicators; Landline Selector Equipment (telephone); Visual Communication Equipment; Multichannel Audio/Digital Recorders; Video Mapper Equipment; Beacon System Equipment; Surveillance Radars (specifically noted, AN/GPN-27 or ASR-8); Precision Radars; Radio Transmitters and Receivers (HF, UHF, and VHF); Wind Speed/Direction System Equipment; Altimeter System Equipment; Sundry HF, UHF, and VHF Antennas; Cable Pressurization/Dehydration Systems; Patch Panels; Navigational Aids and Monitors; Automatic Carrier Landing Systems; Emergency Communications Systems; Meteorological Equipment; Fiber Optic Intersite Systems; Television Microwave Links; Radio Microwave Links; Alternative Power Systems (Solar, Wind, etc.); Navy Aircraft Radios, including the AN/USC-42(V)3; Video Compression Remoting Systems; Radar Beacon Digitizer Systems; and, National Airspace Modernization Systems. This notice is for planning purposes only. It is anticipated that a solicitation will be issued for an indefinite-delivery, indefinite-quantity, Time-and-Material type contract, with task orders. Firms are invited to submit appropriate documentation, literature, brochures, and references to support that they possess the required capabilities necessary to meet or exceed the stated requirements.
