The Court Services and Offender Supervision Agency (CSOSA) for the District of Columbia, intends to issue under full and open competitive procedures, a solicitation for an Automated Records Management System. The Community Supervision Services (CSS) Division has a requirement for a system to develop and improve control systems for files containing records on DC Code Offenders. The CSS Division is seeking an effective and efficient, state-of-the art solution to its file management problems. The solution must also be as compatible as possible with the existing CSOSA Management Information Systems (MIS), i.e. PRISM and PARIS. The CSS Division maintains records on parolees and probationers that are necessary to carry out its fiduciary and statutory responsibilities. At present, all CSS Offender records are maintained on paper in file folders and are stored in file cabinets, lektrievers (electronic file cabinets), and/or cardboard boxes. Access to records requires physically removing the file from its storage location and providing it to a single user. The files are then returned to its storage location after each use, so that the next user may find it. The current system does not provide support for simultaneous access, which is frequently required. The current system makes no provision for automated or technological exchange of information between CSOSA and other District of Columbia and Federal agencies in the criminal justice continuum. The new system will require these capabilities. The scope of this procurement is to provide analysis and design services required to develop a reengineered, state-of-the-art records management system for the CSS Division of CSOSA. In addition, the contractor shall act as the technical expert on records management systems design, ensuring both a systematic analysis of the problem and the development of a statement of work to guide a Systems Development Phase, during which a vendor would reengineer CSS records management operations in accordance with the directions provided inthe statement of work Phase II reengineering. The contractor shall perform a requirements analysis to derive specifications for a state-of-the art records management system for the Community Supervision Services Division. The period of performance of this requirement will be about four months from the initial date of award. Award will only be made to one company or institution under this solicitation, and it is recommended that the contractor be located or have an office within the DC Metro area due to the proximity of the work. Estimated issue date is September 08, 2000, with a due date for receipt of proposals 30 days after issuance.
