This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the ONLY solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-19. The standard industrial classification code is 8748 and the small business standard is $5M. This solicitation is 100% set aside for small businesses. Contract Line Items will be for nonpersonal manpower support services IAW the Performance Work Statement which can be accessed at: http://pkec.robins.af.mil/pr/mssc/mssc.htm under the Contracting With Individuals for Manpower Support -- F09650-00-Q-0921. Individuals which have previously submitted proposals under the contracting With Individuals Program need to re-confirm their previous submittal and update their previous proposal if necessary. Line Item 0002 will be a line item for travel and Line Item 0003 will be for data IAW the DD Form 1423 found at the above web site. This requirement will be a basic plus four one year options. This requirement requires the services of one individual, Management Analyst, GS-0343-12, to provide comprehensive support for the WR-ALC JCALS site. The Contractor shall administer and maintain local JCALS general user training, shall assist local JCALS management in identifying and resolving JCALS design deficiencies, routine daily system faults and operator problems, and shall provide expert assistance to single manager users and functional leads in developing and evolving JCALS workflows and business practices to meet Product Directorate Tech order support requirements.
