The Division of Acquisition Management, Program Support Center (PSC) intends to award a sole source simplified acquisition to the International Downtown Association (IDA), 910 17th St., NW, Washington, DC 20006 to facilitate partnerships between programs providing services to downtown business organizations and persons who are homeless and have serious mental illnesses. IDA represents hundreds of downtown business organizations in larger cities throughout the U.S. It has the necessary experience preparing reports on cooperative arrangements among downtown associations and homeless service providers and assembling a review group of downtown business executives and social service providers and conducting workshops addressing their issues. IDA has access to association executives who have expertise in facilitating these types of partnerships and IDA is best able to communicate the need for collaborative efforts to other downtown association executives. IDA regularly convenes workshops and conferences, writes newsletters that cover the homelessness issue and provides direct technical assistance on a variety of issues to downtown business associations. Finally, IDA's expertise will allow for immediate start-up. The period of performance is 12 months. The anticipated award date is September 25, 2000. The Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b). Interested concerns may submit written documentation that demonstrates their ability to respond to the requirement within 15 days after the date of publication of this notice. This notice is not a request for competitive proposals. No solicitation is available.
