intends to negotiate with the American Association of University
Affiliated Programs for Persons with Developmental Disabilities, on the
basis of other than full and open competition. This project is funded
by an interagency agreement between the Office of Disability of the
U.S. Social Security Administration and the Administration for
Developmental Disabilities of the U.S. Department of Health and Human
Services. Changes made in the children's Supplemental Security Income
(SSI) program in 1996 require the Social Security Administration (SSA)
to review the eligibility of all individuals who receive SSI benefits
within one year of their 18th birthday using the adult disability
standard. This review is called a "redetermination". Agency data
indicates that the initial continuation rates for the age 18
redeterminations are less than 50 percent, although they rise some
after appeals. These termination rates raise serious concerns,
especially since many of the young people recently qualified for
benefits as teenagers, and then lose eligibility when they reach age
18. There are also concerns about states where termination rates are
higher than the national average. The purpose of the project is to
explore factors affecting the adjudication of childhood cases, as well
as those that arise for the age 18 redeterminations. The approximate
period of performance for this 12-month effort will be from 10/1/00 to
10/29/01. The anticipated Request for Proposal (RFP) release date is
