The services required are copyrighted and only one responsible source and no other services will satisfy the Agency's requirement. Services required are to include the Federal News Service Washington Transcript service, Congressional Hearings prepared testimonies service and the Washington Daybook; User name and password access shall also be made available to the Foreign News Service internet service for the Department's Public Diplomacy Research Center, and to approximately 165 American Information Resource Centers abroad. Federal News Service provides same day coverage of Congressional hearing, briefings by officials at the White House, Department of Defense, Department of State and the Department of Justice, as well as Presidential statements and a variety of speeches, statements, press conferences by high level USG officials are required. The prepared testimonies services provides the prepared testimony of ALL witnesses at ALL Congressional hearings. The Daybook is a comprehensive schedule of newsmaking events in Washington. Period of performance is from September 26, 2000 through September 25, 20001, with option to extend . This acquisition is being conducted under simplified acquisition procedures and is exempt from the requirements of FAR Part 6. The Standard Industrial Classification (SIC) Code is 4899. This notice of intent to award a purchase order to Federal News Service is not a request for competitive quotations. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government.
