The Immigration & Naturalization Service is seeking sources to provide
alien unaccompanied juvenile shelter care at various locations and
quantities. The juvenile shelter care is considered critical to the
mission of the agency and will require extensive related experience,
significant financial resources and professional, experienced
management. At each location the INS seeks to obtain an indefinite
delivery/indefinite quantity contract for the temporary housing,
safekeeping, transportation, and security services for the alien
unaccompanied juveniles of all nationalities in its custody. The
successful offeror is responsible for acquiring and operating a
facility that is capable of housing an estimated population as
indicated: Anchorage, Alaska; Portland, Oregon; Honolulu, Hawaii; and
Agana, Guam a maximum of six alien juveniles. At the Seattle,
Washington and San Francisco, California locations a minimum of
approximately 10 and a maximum of 30 alien juveniles, and the Los
Angeles, California location an estimated minimum of 16 and a maximum
of 60 alien juveniles. All locations will require educational, social
skills, individual counseling and recreational development. The
Standard Industrial Classification is 8361 and Small Business Size
Standard is $5,000,000.00. The residential care facilities must have,
or be in the process of obtaining the standard business licenses that
may be required by the State, County or local regulations and/or
policies. The requirement will eventually be solicited under a Request
For Proposal/Performance Based format requiring evaluation by an
agency team of subject matter experts. Interested parties should
