R -- MANAGEMENT SUPPORT SERVICES FOR RESERVE CESE MOBILIZATION SOL N47408-00-R-2129 POC Kristan E. Slaton, SlatonKE@slc.navfac.navy.mil Desc: The Naval Facilities Engineering Command Contracts Office (NAVFACCO) is issuing this sources sought synopsis for management support services to ensure continuous availability of civil engineering support equipment (CESE) for a possible future mobilization of certain Reserve Naval Construction Force (RNCF) units, as well as the actual procurement or lease of this equipment if ordered by the Government. The approximate value of the construction equipment that the contractor would supply, if mobilized, is in excess of $ 20M per mobilized unit. Delivery of all mobilized equipment supplied by the contractor would be required within 65 days of the order. NAVFACCO strongly encourages all potentially interested contractors to participate in the Pre-Solicitation/Industry Day Conference which is designed to introduce Reserve CESE Outsourcing to potential industry sources. The unclassified Pre-Solicitation/Industry Day Conference will be held on October 17, 2000. The conference will begin with a Reserve CESE Outsourcing introductory briefing at 8:00 a.m. in the Building 1000 Multi-Purpose Room, 1000 23rd Avenue, Ventura County Naval Base, Port Hueneme, California. This briefing will include information on the background of Reserve CESE Outsourcing, procurement alternatives under consideration, and areas in which industry input would be beneficial. Following this briefing, it is expected that the industry input will be gathered in a group setting from all representatives. Time permitting, input will then be gathered in one-on-one meetings with individual representatives of potential sources. Additional follow-up meetings may be scheduled. Contractors interested in attending must register on NAVFAC's E-sol web site at http://esol.navfac.navy.mil and provide the requested the Pre-Solicitation Conference information. Attendees must register no later than October 06, 2000. Contractors are asked to limit participation in the Pre-Solicitation/Industry Day Conference to no more than 3 people per company. NAVFACCO asks that contractors be prepared to discuss their views on the Reserve CESE Outsourcing program in the following areas: scope of the services, pricing and compensation alternatives, repair and maintenance issues, technical support of ordered equipment, delivery/return options, and methods of verifying a contractor's readiness to perform. The Reserve CESE Outsourcing contract will provide on-demand construction equipment support to the following units of the RNCF: 4 Naval Mobile Construction Battalions, 1 Construction Battalion Maintenance Unit, and one-half of a Naval Construction Force Support Unit. Each of these units, if mobilized during a contingency, would require a wide variety of construction equipment within 65 days of its recall, depending on its individual allotment known as the Table of Allowance (TOA). Two methods of placing orders are under consideration: buying the equipment or leasing it with an option to buy it later. Ordered equipment would be delivered to specified shipping points in the continental United States, or perhaps directly in-theater where the equipment will be used. The contract will include purchase prices and lease prices (with pre-priced options to buy) for each TOA item. Therefore, the contractor is essentially providing options to buy and/or lease equipment in the future. The management support services to be procured under this contract include the contractor's continuous maintenance of supply sources for construction equipment and associated repair parts, shipping options to the specified delivery points, and technical support of ordered equipment. In addition, the contractor would be required to periodically demonstrate to the Government's satisfaction its readiness to satisfy the Government's orders for construction equipment within the specified delivery times. The contract likely will provide for the payment of an annual management fee for these services. The following optional services and supply items are also under consideration and may be discussed at the Pre-Solicitation/Industry Day Conference: contractor management and/or disposition of the existing inventory of Reserve CESE that is stockpiled for contingencies; supply of non-CESE items in a TOA (such as field tents, messing equipment, building materials, and other supplies) and related management services; and use of this contract vehicle during other than a mobilization to supply equipment and services needed for day-to-day operations of Reserve and active NCF units. Industry input in this area would be beneficial. This invitation to participate in the Pre-Solicitation /Industry Day Conference does not constitute a request for bid or a request for quotation. The information presented herein will not obligate the Government in any manner. The Government will not reimburse the attendees for any cost associated with participation and is under no obligation to award any related contract/agreement associated with this event.
