HOUSING, HUSBANDRY AND CARE OF LABORATORY ANIMALS NOTICE OF INTENT TO SOLE SOURCE The National Institute for Occupational Safety and Health (NIOSH), Health Effects Laboratory Division (HELD) in Morgantown, WV has a need for the housing, husbandry, and care of laboratory animals that cannot be housed in the HELD central Animal Facility at NIOSH due to incompatibility with our species limitations, pathogen-free requirements, cage types, or various other requirements. It is necessary that these facilities and services be provided by an institution that is competent in laboratory animal care conforming with PHS and USDA standards and is accredited by AAALAC, as is the rest of our program. These facilities and services must be provided within a convenient distance of the HELD laboratories whose personnel use the animals and facilities daily or frequently. Our intent is to establish a blanket purchase arrangement on a sole source basis with West Virginia University (WVU), Office of Laboratory Animal Resources, Morgantown, WV under the authority of 41 U.S.C.253(c)(3) "an essential... capability to be provided by an education or other nonprofit institution... ." WVU is conveniently located about 300 yards from the NIOSH Laboratory building in Morgantown and use of their facilities will allow continuation of essential services supporting numerous projects in the HELD research program. The WVU organization is fully competent and has the facilities, personnel and experience to provide the needed services. We are not aware of any other organizations within 50 miles of the HELD laboratories possessing the required capabilities or facilities. If there are organizations having the qualifications necessary to meet the stated requirements, they are invited to submit appropriate documentation, literature, brochures and references to Brenda L.
