National Institutes of Health has a requirement for Duplicating
Services. The contractor must have space/equipment available to produce
the following: 1) High speed duplicating of grant applications from
camera copy of electronically transmitted PDF files with a 5-day
turnaround. Yearly volume of 115 million impressions. This requirement
is cyclical with monthly volumes ranging from 5 to 15 million
impressions; 2) Ability to print from preprogrammed 9-track magnetic
tapes. Three day turnaround. Volume as high as 500,000 copies per
month; 3) Pick up original camera copy applications from NIH facilities
and deliver the completed work back to any NIH building within the
required turnaround time. Pick up from the Rockledge2 facility twice a
day is required; 4) Scan, print, and electronically store grant
applications as text-searchable PDF files. The PDF format selected will
be compatible with other COTS software which would allow for the
extraction of specific text and numeric fields; 5) Store PDF files
labeled with grant number of the respective application. Have the
capability to store up to 1 million pages of information. Files must be
stored on the contractor's secure server with transmission on demand to
NIH; and 6) Provide high-speed duplication for the balance of NIH's
routine in-house production volume. Jobs will vary in both page lengths
and required sets. Most will allow a 4 day turnaround. Some jobs will
require 24-hour turnaround. Estimated volume: 10 million impressions
per year. THIS IS NOT A REQUEST FOR PROPOSAL. The purpose of this
synopsis is to ascertain small business sources for this type of
service. It must be understood that all sources must have the financial
capacity to handle this volume of business and that reimbursement may
not be made by the Government for 60-90 days after the contractor has
incurred the costs. Responses will not be considered as either bids or
proposals and cost and pricing data must not be submitted. Concise
responses directed specifically to the requirements mentioned above are
requested and will be considered. Only interested small business
sources possessing experience shall demonstrate their capabilities and
financial capacity to handle the specified services. NOTE: Standard
Industrial Code is 7334. The Size Standard is the average annual sales
or receipts for its preceding three (3) fiscal years are not in excess
