is a combined synopsis/solicitation for commercial items prepared in
accordance with the format in FAR Subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation; a quote is being requested and a
written solicitation will not be issued. Solicitation N61339-00-Q-236R
is issued as a request for quote and incorporates the provisions and
clauses in effect through Federal Acquisition Circular 97-19. This
solicitation shall be awarded on a SOLE SOURCE basis to San Diego
Community College, Educational Cultural Complex, 4343 Ocean Blvd, San
Diego, CA 92113-1915. The SIC code for this solicitation is 8222 with
a size standard of $5M. The following is required. Establish a Blanket
Purchase Agreement (BPA) to provide CISCO Router Academy (CRA) course
to Navy personnel in the San Diego Fleet Concentration Area (FCA). The
product to be purchased under this BPA, is a proficiently trained
student, meeting the performance and course completion standards. The
Contractor shall provide the personnel, supervision, management,
materials and equipment, and instruction to meet the specified
completion criteria identified within the course objectives. The
Contractor shall keep the CRA course instruction current with the
latest technology and evolving industry standards. Levels I, II, and
III of CRA instruction shall be 18 days class length each. Class size
is estimated at 25 students. Class scheduling is based upon an
eight-hour working day. The Contractor shall adhere to the class length
of 18 days for each level. Classes shall be conducted Mondays through
Fridays excluding Government Holidays unless otherwise approved by the
LTA. Annual throughput is estimated and will vary year to year with
each CRA level. Class convenings per year per level are estimated as:
4 per year of Level I and 2-4 per year of Levels II and III. The
Contractor's instructors shall possess at least the minimum
qualifications required by nationally acceptable industry or academic
standards for certification as an instructor in their field of
expertise per course requirements. No Government facilities will be
provided. The Contractor shall provide facilities within the San Diego
FCA which shall be located within one hour driving distance from the
San Diego FTC and shall be of adequate size/space and equipped with
appropriate training equipment and materials to conduct the training.
No Government furnished equipment or student course materials will be
provided under this BPA. Contractor access to military or Government
facilities may be required in the performance of the training purchased
under this BPA. Verification and concurrence of course
completion/performance criteria shall be obtained from the LTA, thus,
course monitoring by the Navy may occur at any time. The Contractor is
required to conduct instructor and course evaluations using student
critiques. NAVEDTRA 135, Appendix F should be used for guidance in
developing student critiques. The following FAR/DFARS provisions and
clauses apply to this acquisition: 52.212-1, 52.212-2, 52.212-3,
52.212-4, 52.212-5(DEV), 252-212.7000, 252.225-7001(DEV), 252.204-7004,
"Required Central Contractor Registration. The following applies to
52-212-3: paragraph (c)(4) and (c) (5), (f), and (g) do not apply. A
completed copy of the following must be included with the quote: FAR
52.212-3, DFARS 252.212-7000. The DPAS rating for this solicitation is
N/A. See Note 22 (forty-five days is changed to read twenty-one days).
