(a) Amendment 0003 is hereby issued to the subject combined CBD synopsis/ solicitation posted in the CBD net on 17 Aug 2000 (under synopsis # 487218). Its purpose is to correct information previously provided in Amendment 0001 and 0002 in reply to certain questions received which must be considered in the submission of proposals. In case of any conflict with previous information earlier provided, the information provided hereunder shall govern. (1) FAA certification for flight into known icing conditions FAA certification is not required. The actual requirement is for an aircraft that is capable of flying into known icing conditions. (2) EO and FLIR must provide one (1) meter resolution at a 5000 ft. slant range, not 5000 m. (3) Minimum cruise speed should be around 100 kts. There is no set requirement for a minimum cruise speed. As long as the platform can surveil the target adequately, it does not matter how fast or slow it goes. (4) The laser illuminator requirement should read "laser pointer", which is needed to just indicate that spot areas can be illuminated and surveilled. (b) In the submission of proposals, the offeror needs to state its assumptions. Offerors may propose alternate technical solutions with prices reflecting the various alternatives or assumptions (with or without a capability, feature, piece of equipment, level of accuracy). If any of the assumptions lead to inability to meet the contract requirements or ability to exceed them, then the proposal must state so.
