plans to issue a RFP/ Request for Proposal for the work to be
performed under these specifications consists of facility modification
to increase the productivity of the Transonic Dynamics Tunnel (TDT)
located in the East Area of NASA Langley Research Center, Building 648,
648 Dodd Boulevard, Hampton, Virginia. The Contractor shall furnish all
plant, equipment, tools, materials, labor and services necessary for or
incidental to a complete and finished job as shown on the drawings
listed below and as specified herein. The work to be performed consists
of six project elements which include four base bid items and two
options and includes, but is not limited to, the following: Base
Bid-Modify existing high pressure air system to stabilize flow through
the heavy gas compressor and cold boxes. Provide and install the
following: 1.Piping, valves, and supports for connection to existing
2400 psig air supply. 2.2400 psig to 600 psia pressure reducing
station. 3.Venturi mass flow meter. 4.Controls and instrumentation.
5.Integration of new controls and instrumentation into existing control
system. Modify existing air and heavy gas systems to allow simultaneous
operation of reclamation system and tunnel operation. Provide and
install the following: 1.Piping, valves, and supports for connection to
existing 200 psig air supply. 2.200 psig to 5 psia pressure reducing
station. 3.30-inch isolation valve for compressor suction line.
4.Piping, valves and supports for re-routing existing piping. 5.
Controls and instrumentation. 6.Integration of new controls and
instrumentation into existing control system. Provide integrated
mechanical lock system for process piping and valves into tunnel/plenum
access system. Provide and install the following: 1.Replacement
actuators with locking pins for existing process isolation valves.
2.Two (2)36-inch isolation valves with locking pins. 3.Flanges,
fittings, and tubing for valve and actuator installations. 4.Controls
and instrumentation. 5.Integration of new controls and instrumentation
into existing control system. Modify heavy gas vaporizer to prevent
downstream liquid accumulation. Provide and install the following:
1.Positive displacement vane pump. 2.Valves, piping, fittings, and
supports for pump installation. 3.Controls and instrumentation.
4.Integration of new controls and instrumentation into existing control
system. Option 2-Improve the cooling water system efficiency with
automated controls and remote monitoring capabilities. Provide and
install the following: 1.Valves, piping and supports for modifications
to existing cooling water system. 2.Controls and instrumentation.
3.New PLC for modified cooling water system control. 4.Integration of
new controls and instrumentation into existing control system. Option
1-Repair leaks at various tunnel penetrations. Provide and install the
following: 1.Flexible seal around stairwell through tunnel shell.
2.Cap and weld unused pipe penetrations. 3.Replace shaft seals.
4.Repair and re-seal various pressure boxes, cable penetrations,
windows, and access cover. The order of magnitude for the procurement
is $1,000,000 and $5,000,000 and the effort including any options shall
be completed within 200 calendar days after notice to proceed. This
procurement is part of the Small Business Competitiveness Demonstration
Program. The SIC Code and small business size standard for this
procurement are 1629 and $27.5M, respectively. The anticipated release
date of the RFP is on or about 9/15/00 with an anticipated offer
closing date of on or about 10/16/00. The firm date for receipt of bids
or offers will be stated in the RFP. Drawings will be available from
the Bid Distribution Office 757-864-2547. All QUALIFIED responsible
sources may submit a bid which shall be considered by the agency. An
ombudsman has been appointed -- See NASA Specific Note "B". The
solicitation and any documents related to this procurement [with the
exception of the drawings] will be available over the Internet. These
documents will be in Microsoft Office Suite (Word 6.0, Excel 5.0, or
PowerPoint 4.0) format and will reside on a World-Wide Web (WWW)
server, which may be accessed using a WWW browser application. The

Prospective offerors shall notify this office of their intent to submit
an offer. It is the offeror's responsibility to monitor the Internet

of the solicitation and amendments (if any). Hard copies of drawings
may be obtained from the Bid Distribution office; however, the closing
date for the hard copy received shall be the same as the solicitation,
