commercial items prepared in accordance with the format in FAR Subpart
12.6, as supplemented with additional information included in this
notice. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; PROPOSALS
ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. The
items to be delivered are metal-clad wood windows without installation.
The Solicitation number is N8148000013. The Standard Industrial
Classification Code (SIC) is 2431 millwork-window units, wood and
covered wood and the Small Business size is 500 employees. This
requirement is unrestricted, however Small Business and women owned
businesses are welcome to submit proposals. This COMBINED
SYNOPSIS/SOLICITATION and incorporated provisions and clauses are those
in effect through Federal Acquisition Circular 97-18 as of June 06,
2000. Drawings for this requirement may be obtained by emailing a
request to sarah_langston@nps.gov. The item descriptions are as
follows: LINE ITEM 0001 is Metal-Clad Wood Windows: Quantity 60 each
[Specifications 08554 -- Part 1.1 -- A.1. Metal Clad Wood Windows. Part
1.2 Windows fabrication shall conform to Window and Door Manufacturers
Association (WDMA) Industry Standard IS 2, Grade 60. Part 1.3:
Submittals: 1.3.A. Shop Drawings -- 1.3.A.1. Dimensioned plans and
elevations, drawn to scale. 1.3.A.2. Details showing anchorage, trim,
and interface with adjoining construction. 1.3.B. Product Data:
Manufacturer's specifications and installation recommendations for
hardware. 1.3.C. Samples: Custom color on metal cladding. 1.3.D.
Closeout: 1.3.D.1.Extended warranties, 1.3.D.2. Recommended maintenance
instructions for exterior finish. Part 2. Products -- Part 2.1 A.
Metal-Clad Wood Windows: Factory-fabricated, direct-set window units;
Pella "Designer Series" Clad Fixed Frames, or accepted equal. 2.1.A.1.
Style: Exterior glazing stop. 2.1.A.2. Muntins (As Required to Match
Existing): Custom exterior extruded aluminum Bars finished to match
window frame. Part 2.2 Fabrication And Components -- A. Construction:
1-3/4-inch-thick Western Pine, treated with water-repellant
Preservative. 2.2.A.1. Corners shall be mortised and tenoned, glued,
and stapled; 2.2.A.2. All exterior surfaces shall be clad with
aluminum, lap jointed, and sealed. Part 2.2.B. Configuration: Fixed, to
design indicated on the Drawings and to match existing. Part 2.2 C.
Factory Finish: 1. Exterior surfaces shall be cleaned, etched, and
coated with 70 percent fluoropolymer ("Kynar 500"/"Hylar 5000") baked
enamel meeting or exceed AAMA 2605. 2.2.C.1.a. Color: Custom, to be
selected by Architect. 2.2.C.1.b. Edges of sash shall be factory
finished. 2.2.C.2. Interior and Exposed Wood Surfaces: Delivered
factory primed. (Field finish painted by other after delivery). Part
2.2 D. Glass: 1-inch thick insulating glass certified under
SIGMA-approved program and meeting CBA Grade requirement when tested in
accordance with ASTM E773 and ASTM E774. 2.2.D.1.General: 2.2.D.1.a.
Units shall be fabricated from annealed float glass complying with ASTM
C1036, Type I, Class 1, Quality q3 or better; 2.2.D.1.b. Provide
tempered glass for both lights of glass where indicated or required by
code and conforming to ASTM C1048. 2.2.D.1.b.1) Tempered glass shall
meet ANSI Z97.1 test requirements. 2.2.D.1.b.2) Glass shall be tempered
using the roller hearth method -- 2.2.D.1.c. Heat strengthened glass
shall have surface compression levels between 3500 and 7000 psi.
2.2.D.2 Exterior Light: inch thick, heat strengthened; 2.2.D.3.Air
Space: inch with a suspended "Heat Mirror" film; 2.2.D.4.Interior
Light: inch thick, heat strengthened; 2.2.D.5. Spacer Frame: Aluminum
filled with desiccant, with soldered corners, mill finish.] This
solicitation will result in a FIRM FIXED PRICE type contract. Delivery
will be delayed until Summer/Fall 2001 and shall be FOB Destination
prices. The Government intends on awarding a contract from this
solicitation to a responsible contractor whose proposal conforms to the
requirement and represents the best value to the Government. All
evaluation factors other than price, when combined, are twice as
important as price. We will evaluate proposals using the following Best
Value criteria in descending order of importance: EXPERIENCE:
demonstrated experience in fabricating windows for historic buildings
of a similar nature; delivering on time and within price; delivery of
quality product with few or no defects; MATERIALS (Brand Name or Equal
-- submit Technical Info), PAST PERFORMANCE: Offeror is capable,
efficient, and effective; conforms to contract T&C; performs in a
reasonable and cooperative manner; and is committed to excellent
customer satisfaction, and PRICE (reasonableness) Price shall be
evaluated by comparing unit and total prices. Interested contractors

Place of Delivery is NPS/GGNRA Cliff House San Francisco, CA 94123. The
Contracting Officer's Representative (COR) is Ms. Carrie Strahan. The
contractor shall ensure wrapping and packaging of the material
according to FAR clause 52.216-21. After award, the contractor shall
consult with NPS COR and the architect prior to fabricating the
windows. The following terms, conditions, provisions, and clauses are
applicable to this acquisition: FAR 52.212-1, Instructions to
Offerors-Commercial Acquisition, and FAR 52.212-2 Evaluation Commercial
Items; FAR clause 52.212-4, Contract Terms and Conditions, --
Commercial Items; FAR clause 52.212-5, Contract Terms and Conditions
Required to Implement Statutes or Executive Order-Commercial Items; FAR
clause 52.204-6, Contractor Identification Number Data Universal
Numbering System (DUNS) Number; FAR 52.232-34, Information For
Electronic Funds Transfer Payment other than CCR. The Government
reserves the right to make award on the initial proposal received
without discussions. PROPOSAL: Offerors shall submit signed and dated
proposal on SF 1449 or Company Letterhead stationary to National Park
Service (Address above). Proposals shall be received no later than
Tuesday, September 19, 2000 at 1:00 PM. An executed SF 1449 or SF 26
shall result in a binding contract without further action by either
party. Your proposal shall include the company name, address, telephone
number, DUNS number, Tax Identification Number. [Technical description

business size in a completed copy of Representations and Certifications

offeror agrees to hold the prices submitted in the proposal firm for 60

offeror shall submit a statement of agreement with the terms and
conditions included in this solicitation. As part of the proposal, each
offeror shall provide past performance information for the same or
similar items for three of the most recent contracts and include the
following information: Contact person and company, telephone number,
Contract number, Dollar value of the contract, and the product
provided. Offers that fail to furnish required documentation or reject
the acquisition terms and conditions may be excluded from
