Detection Units Suitable for use by Elementary School Children : **
This is a combined synopsis/solicitation for commercial items prepared
in accordance with FAR 13.5 and Subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation. Quotes are being requested and no
separate written solicitation will not be issued. The solicitation
number is RFQ-DC-00-00182 and is issued as a Request For Quote. The RFQ
document and incorporated provisions and clauses are those in effect
through Federal Acquisition Circular (FAC) 97-19.** EPA's SunWise
School Program is seeking proposals for personal hand-held UV
monitoring devices for use in a K-8 sun safety education program. The
meter will be used as a learning tool in elementary and middle school
classrooms to demonstrate basic, scientifically sound UV principles.
Students will use the meter to take up to three measurements a day,
report data on the SunWise Internet Leaming Site, compare data with UV
hidex forecasts where possible, and identify recommended sun safety
behaviors. Vendors are invited to submit a proposal, summary of meter
characteristics, and evaluation data for UV devices for consideration
by the SmWise School Program. Proposals will be evaluated based upon
the following evaluation criteria in order of importance: Minimum
Requirements: (1) Meets the global standard for UV indices (0-10+
scale); (2) Accuracy and precision when compared against
well-calibrated scientific instrumentation, including performance of
meter under a range of conditions, such as variations caused by clouds,
solar elevation angles, shading, etc.(3) Warranty terms -- Minimum of
one year warranty with defective monitors preferably replaced at no
additional charge. Other Factors to be evaluated: (1) Past Performance
(Delivery and Reliablity of devices -- include 3 references for
comparable shipments of the offered product), (2) Device features,
particularly suitability for use by young children in elementary and
middle schools. Features that will be considered include design, UVI
number display (including decimal point option), durability,
construction, and size; (3) Ease and cost of recalibration; (4) Per
unit cost, (5) timetable for delivery. **Offers should be submitted for
the following quantities: 100-500 units ....... $ /per unit, 500-1000
units ....... $ /per unit, 1001-2000 units ....... $ /per unit. **
Delivery can be in: [One Shipment in Mid-September] or [Two Shipments
: 1/2 of the order in Mid-September & 1/2 Mid-October] Please identify
if there is a per unit differential in shipping, if a two shipment
