announcement constitutes the only solicitation; proposals are being
requested and a written solicitation will not be issued.
N00178-00-R-3044 is a Request For Proposal and incorporates
provisions/clauses in effect through FAC 97-19 & DFAR CN 20000817.
Standard Industrial Classification Code is 3844. The requirement is a
Firm-Fixed Price contract for the acquisition of an X-ray Photoelectron
Spectrometer (XPS) Monochromatic X-Ray Source that is part of a
multi-technique surface analysis chamber directly connected to a
multi-chamber molecular beam epitaxy (MBE) system. The current XPS
system consists of a hemispherical electron energy analyzer with single
channel electron detector (model CLAM 100) NSWCDD is looking for
vendors to supply an upgrade to the existing XPS system. There will be
no trade in of the current system. Delivery is to be made to the Naval
Surface Warfare Center, Dahlgren Division, Bldg. 125, Dahlgren, VA by
31 January 2001. The contractor shall train the personnel involved,
install and test the delivered equipment to ensure the capability of
performing the following specifications. CLIN 0001: Monochromatic (A1
K alpha radiation) x-ray source system will include all supporting
power supplies and electronics. The monochromatic x-ray source must fit
and be operationally consistent with the requirements of all the
components in the analysis chamber and existing multi-chamber MBE
system. The monochromatic x-ray source must have a spatial resolution
less than 225 microns and capable of an energy resolution smaller than
0.52 eV on the Ag 3d5/2 peak with a count rate greater than 89,000
counts per seconds with the 225 micron spot. In order to fit the
existing chamber, offerors may propose the monochromatic x-ray source
with the analysis chamber. If the combination package (monochromatic
x-ray source system with the analysis chamber) is proposed, the
analysis chamber must be an ultra-high vacuum chamber made of mu-metal
capable of holding a vacuum with a pressure below 10(-11) mbar.
Further, the analysis chamber must have ports capable of holding the
components below with a configuration consistent with their operational

the current analysis chamber will be available to interested vendors
for measurements and evaluation. In addition photographs and
operational requirements of the components in current chamber will be
available to interested vendors on request for measurements and
evaluation. These requests should also be submitted by email
sd13@nswc.navy.mil Minimum Requirement Methodology -Proposals must meet
the minimum requirements stated above. Evaluation will be based on
price and required delivery schedule. Award is anticipated 20 September
2000 and will be made using simplified acquisition procedures. Offerors

shall provide a copy of their warranty and any descriptive literature,
brochures, etc., with their proposal. The offer must: (1) be for the

include the proposed delivery schedule and the discount/payment terms
and warranty duration (1 year warranty including labor and parts) (4)
shall provide information concerning installation, training and testing
of these specifications. (5) must be signed by an authorized company
representative; (6) include name of authorized negotiator along with
telephone number, facsimile number and e-mail address (if available);
and (7) include their taxpayer identification number (TIN), Cage Code
Number and DUNS number. This procurement is rated DO-A7. Offers are due
