Management Division is seeking to identify firms that can provide
software to support the Joint Automated Booking System (JABS). JABS is
a nationwide system that facilitates the rapid identification of
individuals under arrest or detention through an automated booking
process. JABS interfaces with the Federal Bureau of Investigation's
(FBI) Integrated Automated Fingerprint Identification System (IAFIS).
The capturing and submission of fingerprints, photographs, and arrests
data in electronic format is an integral part of the automated booking
process. Therefore, the electronic fingerprint and photographic images
must be submitted to IAFIS in accordance with the FBI's Electronic
Fingerprint Transmission Standard (EFTS), Image Quality Specification
(IQS) and the Wavelet Scalar Quantization (WSQ) Gray-scale Fingerprint
Image Compression Specification. The Division is particularly
interested in receiving information from firms with software that can
support the formation, generation and submission of data to and from
the IAFIS in the EFTS format. Firms with such software are directed to
go to the General Services Administration's (GSA), Federal Business
Opportunity web site, http://www.Fedbizopps.gov for more detailed
information regarding the Joint Automated Booking System project. This
information will be solely distributed through the GSA website. Hard
copies of the request for information will not be available. The
Fedbizopps.gov site provides downloading instructions. THIS IS NOT A
REQUEST FOR PROPOSALS (RFP). The Department of Justice is not under any
obligation to take any further steps beyond this request. All responses
shall be submitted no later than September 26, 2000, at 4:00 p.m.,
