Plant Health Inspection Service (APHIS), NATIONAL VETERINARY SERVICES
LABS (NVSL), Ames, Iowa, has a requirement for Specific Pathogen Free
(SPF) chicken eggs for delivery October 1, 2000 through September 30,
2001. A fixed-price blanket purchase order will result. F.O.B.
destination. SIC code 0219. QUOTATIONS ARE DUE SEPTEMBER 6, 2000, by

used as well as commercial item acquisition regulations per FAR 12.
THIS IS A COMBINED SYNOPSIS/SOLICITATION for commercial items prepared
in accordance with the format in Subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation. Quotations are being requested and
a written solicitation will not be issued. This solicitation document
incorporates provisions and clauses which are in effect through Federal
Acquisition Circular 97-17. Applicable FAR clauses are incorporated by

Size _____. EGG SPECIFICATIONS -- 1) Specific Pathogen Free (SPF)
standard fertile chicken eggs delivered 1788 weekly 2) SPF research
chicken eggs 144 delivered biweekly. 3) Fresh Chicken Eggs -- 6 DZ
every Monday, unless notified. The eggs shall be from healthy flocks.
The eggs must be free from all avian diseases. The eggs shall have
white shells, be naturally clean (no buffing or washing) and have no
cracks and/or blemishes and U.S. Pullorum Typhoid-clean. Eggs shall be
from flocks receiving no vaccines, drugs, antibiotics or growth
stimulants. Eggs supplies must not contain ascarid larvae. EGG
PRODUCTION FLOCKS & FACILITIES: The flock shall be: 1) Flocks shall be
of White Leghorn or similar strain with known history of origin. 2)
The flock's feed supply shall be protected from wild rodents and birds.
3) The flock or flocks shall be isolated from other poultry and/or
animals. 4) The flock or flocks shall be free of the following disease
agents and antibodies: Salmonella pullorum, Mycoplasma glaisepticum,
Mycoplasma synoviae, Newcastle Disease, Infectious Bronchitis, Avian
Encephalomyelitis, Avian Influenza Type A, CELO and Infectious Fowl
Laryngotracheitis as demonstrated by negative results from test
conducted periodically prior to and during the contract period. The
Government reserves the right to inspect the Contractor's production
facilities before and during the contract period to determine that the
specifications cited herein can be and are being met. At the time of
these inspections, the Government shall have the right to obtain blood
samples from as many birds as is deemed necessary. A quality control
report shall be presented quarterly by the Contractor showing the
results of tests for the specified disease agents and antibodies. If
there should be an outbreak of disease or other conditions affecting
egg quality, the Government reserves the right to discontinue procuring
eggs from that source until such time as the Government deems that the
flock or flocks are free of the above mentioned diseases/conditions.
FERTILE CHICKEN EGGS: The chicken eggs shall be fertile, U.S. Grade A,
weighing 22-27 ounces per dozen. They shall have white shells,
naturally clean (no buffering or washing) with no cracks and/or
blemishes. Eggs should be gathered at least three times daily and
stored at 50-60 degrees Fahrenheit and not less than 60 percent
relative humidity. Fertility should not be less than 85 percent and
hatachability should not be less than 75 percent of eggs set. Eggs
shall not be more than 72 hours hold at time of arrival at destination.
The eggs shall be from healthy flocks and meet the following
requirements: 1) Flocks shall be or White Leghorn, or similar strain
with history of origin. 2) U.S. Pullorum Typhoid clean. 3) Eggs shall
be from flocks receiving no vaccines, drugs, antibiotics or stimulants.
4) The flock's feed supply shall be protected from wild rodents and
birds. 5) The flock or flocks shall be isolated from other poultry
and/or animals. 6) Eggs supplied must not contain ascarid larvae. The
eggs shall be from flock or flocks free of the following disease agents
and antibodies: Salmonella pullorum, Mycoplasma gallisepticum,
Mycoplasma synoviae, Newcastle disease, fowl pox. avian reovirus, avian
influenza Type A, Infectious Bronchitis (Massachusetts and Connecticut
types), Avian encephalomyelitis, Avian Adenovirus, Infectious Bursal
disease and Infectious Fowl Laryngotracheitis. These conditions shall
be met as demonstrated by negative results from tests conducted
periodically on the supply flocks. These tests shall consist of 100
percent flock test prior to time of first lay and maintained at a 5
percent flock test every month thereafter or equivalent. A quality
control sheet shall be presented quarterly by the successful bidder
showing results in compliance with these requirements. Flocks used to
supply these eggs must continue to remain free of the above listed
diseases agents. Deliveries shall be made between 8:00 a.m. and 10:00
a.m. each day. All eggs shall be delivered and/or shipped in new
disposable egg cases with new dividers or packing material.
Transportation time from successful offeror's storage to destination
point indicated, shall be such that the eggs are no more than 24-hours
enroute. PACKAGING: The eggs shall be packaged in new cardboard eggs
cases, 30 dozen per case, with new dividers or packing materials.
During shipment, the eggs shall be protected from adverse conditions
such as heat, cold and changes in air pressure. PACKING SLIP: Each
shipment shall include a packing slip attached to the outside of one
box and enclosed in protective plastic pouch and one packing slip in
one of the shipment boxes. The packing slip shall identify the contract
number, delivery order number and quantity shipped. DELIVERY
REQUIREMENTS: FOB Destination Ames, Iowa. All transportation charges
paid by the Contractor, and in accordance with the FOB Destination
within Consignee's Premises clause (FAR 52.247-35), incorporated by
reference to: USDA, APHIS, Veterinary Services Laboratories, 13th
Street and Dayton Road, Ames, Iowa, receiving dock. STATUS REPORTS: The
Contractor shall furnish the Contracting Officer with a quarterly
status report. The report shall be furnished within 20 calendar days
after the close of the quarter. The report shall list: all quantities
ordered and shipped during the period, delivery order number, ordering
office, date delivered, delivery location and quantity received..
