Furnish all necessary labor, equipment, and materials to fabricate and assemble elements of the Rapidly Installed Breakwater (RIB). The products and services to be acquired under the contract will consist of design and fabrication of flexible structures and miscellaneous components; deployment, maintenance, and recovery of system during field experiments as required. The Government intends to award a requirements contract; frequency of delivery orders is estimated to be five to ten per year with an estimated quantity of 38,000 square yards of fabrication each year. Basic fabrication requirements will include tubular structures of approximately 25 foot diameter each, approximately 200 feet long, with a linking mechanism to couple tubes in series. The requirements contract will be awarded with work to be performed under individual delivery orders issued against the basic contract. Contract period will be one (1) year with an option to extend for two (2) additional years. It is expected that labor categories to fill this requirement will come from the areas of Management, Engineering, and Specialty Trades. Proposals will be evaluated using the best value procedures based on the offeror's demonstrated technical approach in the design and fabrication of flexible marine structures; past performance in marine design and fabrication projects; experience with marine construction; and sufficient capabilities to meet project fabrication requirements. The Government intends to release solicitation number DACA42-00-R-0013 or or about 13 October 2000 on the Internet. Printed specifications will not be available. Also, the Government reserves the right to use only the Internet as notification of any changes to this solicitation.
