COMMERCE BUSINESS DAILY ISSUE OF AUGUST 29,2000 PSA#2674 Defense Advanced Research Projects Agency (DARPA), Contract Management
Office (CMO), 3701 N. Fairfax Dr., Arlington, VA 22203-1714 A -- TACTICAL TARGETING NETWORK TECHNOLOGY TTNT TECHNICAL ISSUE
INVESTIGATIONS SOL 00-27 DUE 091100 POC Ms. Kristen Numrcyh, FAX
703/696-2208 DARPA intends to award a sole source purchase order to
Southwest Research Institute to conduct investigations for the TTNT
program, identifying technology issues and technology opportunities to
implement the TTNT concepts. TTNT technical investigations will
include: 1. Signal Coexistence Analyses (acquisition as well as track):
2. Nearly instantaneous T2NT link set up (and take down) 3. Transmit
power control method/performance 4. T2NT network scalability 5.
Transmission Security factors 6. RF terminal/installation factors 7.
Terminal Sizing assessment/budgeting It is expected that the
investigator shall assess the validity, depth and impact of the issues
and provide white papers addressing the risk probabilities and
consequences. TTNT is a potential new start program within DARPA
Special Projects Office (SPO) to develop and demonstrate robust,
affordable, flexible tactical networks for dynamic targeting. Today's
tactical data links are static preplanned networks with constrained
participation and use.TTNT is envisioned to include Super CDMA
technology integrated transparently with legacy systems, zero latency,
100x throughput networking, real-time battle-dependent participation
and capacity assignments, flexibility to customize, and dramatically
lowered lifecycle cost with ubiquitous use. This notice of intent is
not a request for competitive proposals. Contractors capable of
offering their service must respond within 15 days of the date of this
notice by submitting specific technical capability to provide this
service. All responses received within 15 days after publication of
this synopsis will be considered by the government solely for the
purpose of determining whether to conduct a competitive procurement.
