The U.S. Army Space and Missile Defense Command Ballistic Missile Targets Joint Program Office, Theater Targets Product Office is soliciting proposals to develop a Theater Missile Defense (TMD) Liquid Booster System. The objective of this effort is to design and develop, test, and fabricate a liquid propellant booster system to be used to meet the requirements for a new TMD target system. The goal is to develop a low-cost, highly flexible, threat representative liquid booster to be ready for demonstration testing in 3QFY05. Phase I will involve multiple-award study contracts. One award is set-aside for a small business defined under Standard Industrial Classification (SIC) code 8731 and North American Industrial Classification System (NAICS) code 54171 with a small business size standard of 1,000 employees. The other awards will be made on a full and open competition basis. The study contracts will produce a conceptual design approach of a liquid booster system up to, but not including, Preliminary Design Review. The tasks under Phase I will include the design approach, documentation, and engineering of the liquid booster. Phase II will follow with the selection of a contractor to finalize the liquid booster design and will be limited to firms having ongoing Phase I study contracts as well as fabrication and testing, for incorporation into a TMD liquid propellant target system. Phase I deliverables will be the basic design approach, a Phase II plan, and a proposal for continuing development, integration with guidance and control, flight termination system, telemetry, interfaces, and payload. During Phase II, overall integration, test, and flight services for a demonstration launch will be the responsibility of a Government-selected Consolidated Theater Targets Services (CTTS) contractor. The selected booster design contractor will assist the CTTS contractor in performing liquid booster system integration requirements to support the demonstration launch. The liquid booster system must meet all environmentaland treaty considerations imposed through an iterative negotiation process, which the contractor will be asked to support. The final product of Phase II, i.e. a completely integrated liquid propellant TMD target must be capable of launch from diverse test facilities such as, but not limited to, White Sands Missile Range, NM; Vandenberg Air Force Base, CA; Fort Wingate, NM; Eglin Air Force Base, FL, the Wallops Flight Facility, MD; and Kodiak, AK, Kwajalein Missile Range, Pacific Missile Range Facility, and Wake Island. The Phase I period of performance will be approximately six months. The Phase II period of performance will be approximately thirty-six months. The anticipated contract type for Phase I will be Cost Plus Fixed Fee (CPFF). A bidders' library will be established to provide interested firms an opportunity to become familiar with available technical information on the system to be developed. A SECRET clearance will be required for this effort and for access to the bidders' library. Foreign participation is excluded at the prime contractor level. Additionally, all SECRET caveated work is restricted to U.S. contractors.
