This is a notice to enter into a non-competitive purchase order with Academy for Educational Development (AED), 1825 Connecticut Avenue, NW, Washington, DC 20009, under the authority of 41 USC 253(c)(1). The U. S. Department of State has a requirement for the design, development, and maintenance of an Internet website called the trafficking of persons information center (TOPIC). The Government intends to have Academy for Educational Development provide the service as sole source. The synopsis below details the required services essential to accomplish and complete the effort. JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPLETION: subject matter experts considered all potential sources and concluded that only AED had the institutional capacity and knowledge, professional associations and technical capabilities necessary for meeting immediate demands to address the global problem of trafficking in human beings. AED's unique qualifications and the nature of the acquisition require the use of the authority cited. SYNOPSIS OF DESIRED SERVICES: The contractor shall research anti-trafficking information; design and develop the website; maintain the site and provide monthly progress reports. The research shall include, but not be limited to current and pending information within East Asia and the Pacific region on anti-human trafficking laws; legislation; international agreements pertaining to trafficking; ongoing negotiations on international agreements to penalize human trafficking; current and upcoming regional meetings, conferences, and workshops. The website shall be designed, accessible and based on a prototype developed by the Global Technology Corporation. It shall be technically accessible to government officials, non-governmental and international organizational representatives in East Asia and the Pacific region. The server and website developer/webmaster shall be located at the contractor's facilities and shall be housed by the contractor. The site shall be updated weekly. This notice of intent to award a purchase order to the Academy for Educational Development is not a request for competitive quotations. A determination by the Government not to compete this propose requirement based upon responses to this notice is solely within the discretion of the Government.
