Financial Management Service (FMS), 401 14th Street, SW, Washington,
DC, 20227, intends to award a FY2001 purchase order, utilizing
commercial item, simplified acquisition procedures, for the maintenance
(including parts, labor, and local travel) and system upgrades to
Wornall Secure Business Solutions (WSBS), 8901 Washington Street,
Kansas City, MO, 64114. Basic components include, but are not limited
to, Lenel International Systems, Pelco CCTV, 9750 Matrix Switching
System, and associated peripherals. Base period of performance is from
October 1, 2000 through September 30, 2001, with one (1) 1-year option
period available, October 1, 2001 through September 30, 2002. WSBS, the
only known local company certified to maintain the Lenel system,
integrated and installed the system which is located at The Department
of the Treasury, FMS, 4241 NE 34th Street, Kansas City, MO 64117. The
following FAR clauses apply to this acquisition: 52.212-1,
Instructions to Offerors-Commercial Items; 52.212-3, Offeror
Representations and Certifications-Commercial Items; 52.212-4, Contract
Terms and Conditions-Commercial Items; 52.212-5, Contract Terms and
Conditions required to Implement Statutes or Executive
Orders-Commercial Items. Interested vendors capable of providing the
required service and having an acceptable past performance must contact

by COB, September 11, 2000. FAX: (202) 874-7275. STATEMENT OF WORK 1.
Scope of Work: To provide an annual maintenance purchase order for the
Integrated Security System and associated peripheral equipment located
at the KFC (Kansas City Financial Center) located at 4241 NE 34th
Street, Kansas City, Missouri. (NOTE: This maintenance order does not
include locks, doors or other security related equipment that was
either installed outside of original security order or is considered to
be part of the building). A. This order covers the following times:
24x7x365 (24-hour days, 7 days a week, and 365 days per year). B. The
Contractor will provide a four-hour response time. (NOTE: There may be
situations that may not require immediate response. However,
communications from the Contractor to the Physical Security
Specialist/Designee must be accomplished and verbal agreement must be
made at that time for any maintenance delays). C. This purchase order
for maintenance includes all parts/materials, travel expenses, and
labor. (NOTE: If the parts become unavailable, the Contractor will make
every attempt to obtain the replacement parts and will keep KFC
informed). D. The Contractor will provide "loaner" equipment when like
equipment under this order requires the equipment to be removed from
the Center for repair. The Contractor will provide to KFC and/or make
notations on paperwork of serial numbers on all equipment that is
loaned to the Center. E. The Contractor will observe all applicable FMS
(Financial Management Service) security rules and regulations. In the
event that a security clearance is required for an employee(s) of the
Contractor, the Contractor will submit a written request for the
necessary paperwork and will include the employee's name and social
security number. The Contractor will also be required to notify KFC in
writing when any employee(s) who has obtained clearance from FMS will
no longer be working at this Center. (NOTE: This is to be done within
a 24 hour period). F. The Contractor will work in a manner to assure
they adhere to all local, state, federal laws or administrative
requirements and to FMS policies, procedures, and practices. G. The
Contractor shall either place the source code for proprietary
applications software and updates in an escrow account in the name of
the Department of Treasury, Financial Management Service to be released
to Financial Management Service if the Supplier/Vendor becomes unable
to perform support functions at any future date or furnish source code
with all applications software and updates furnished under this order.
H. The Contractor shall provide upgrades under the LENEL Software
Licensing Agreement, SUSP-W-PRO-S. The Contractor will provide
supporting technical documentation and/or user guides or manuals for
the operations of the software. All upgrades under this agreement shall
be installed by qualified software engineers or technicians. In the
event that these upgrades involve significant operational changes, the
technician shall demonstrate this change. I. The Contractor shall
provide KFC with a "Certificate of Liability Insurance" upon award of
maintenance purchase order. J. Any information of a sensitive nature
(drawings, maps, reports, etc.) relating to the KFC that is in the
possession of the Contractor shall be properly secured and shall only
be used by employees of the Contractor for the nature intended. All
information of this nature will be immediately returned to the KFC
after its intended use or upon termination of this order. K. The
Contractor shall not proceed todo any billable work on any project(s)
unless advanced notification and proper authorization is granted by the
KFC. L. The Contractor shall provide the necessary paperwork on all
activities performed under this order. M. Any exclusions to this order,
other than listed below, will require prior approval from KFC. Those
exclusions are: (1) damage caused by accidents, negligence, physical
abuse or misuse, either directly or indirectly caused by KFC, its
agents, or third parties to the equipment; (2) acts of God, fires,
lightning, windstorm, power surges and or fluctuations other than
lightning, earth movement, weather related causes; (3) vandalism,
sabotage, radiation, war, strikes, fire, and any work performed on
equipment by persons other than current Contractor's employees; (4)
failure of KFC to maintain required environmental conditions; (5)
attachment by KFC or any third party of non-Contractor approved
