(DLA), Defense National Stockpile Center (DNSC), is soliciting
quotations under FAR Part 12 from offerors to provide all labor, tools,
equipment, parts, materials, and incidentals necessary to accomplish
maintenance and repairs to the high and low voltage electrical power
supply system and components at its Binghamton, NY Depot, located at
Hoyt Avenue, Binghamton, NY 13901-1699. The depot operates on standard
commercial power (e.g., 440/220/110 volts, single or 3 phase, 60 Hz).
The contractor will review the site prior to quoting and provide
certification of his/her ability to accomplish the full range of
support services specified in the agreement. Products and services
provided under the agreement will conform to current related state and
federal statutes and codes. The contractor will be required to show
proof of appropriate professional certification as required by the
State of New York, for commercial high voltage and residential
electrical service, prior to award of the contract. DNSC plans to award
to one contractor a firm-fixed price indefinite delivery-indefinite
quantity contract for one year with four one-year options. The base
year is from date of award until September 30, 2001. The proposed
contract is 100% set-aside for small business concerns under SIC Code
7629. The size standard is $5.0 Million. Award will be based on best
value. Evaluation factors are: Experience and past performance,
qualifications of key management and technical personnel, and price.

and technical personnel are equal in importance and when combined, are
