issue four Requests for Proposal on or about October 19, 2000, for
procurement of professional support services under multiple award,
IDIQ, fixed price task order contracts. These services will include
Financial Management Support Services (N00024-00-R-7000), Engineering
Management Support Services (N00024-00-R-7001), Program Management
Support Services (N00024-00-R-7002) and Logistics Management Support
Services (N00024-00-R-7003). The RFPs will only be issued
electronically at the following URL: www.contracts.hq.navsea.navy.mil.
No RFPs will be mailed and no hard copies of the RFPs will be
available. Written or oral requests for RFPs including walk ins, phone,
fax or e-mail will not be accepted. Offerors are reminded that the
Procuring Contracting Officer is the only government point of contact
regarding these procurements. No requests for information or
discussions may be initiated with any other government personnel.
Offerors are advised to monitor the web site listed above for weekly
updated information under "hot news," and "solicitations" for final RFP
release. The Government has reviewed all written comments submitted by
interested parties in response to the draft RFPs issued July 10, 2000.
The following are important details, which the Government intends to
include in the final RFPs. However, offerors are cautioned to rely only
upon information contained in the FINAL RFPs. The RFPs are being issued
on an unrestricted basis although some awards will be reserved for
socio-economic programs. The SIC code for all four RFPs will be 8711.
The size standard to qualify as small business will be $20,000,000 or
less in average annual revenue over the last three years. The SIC code
and size standard apply to prime awards and to small business
subcontracting requirements. Individual firms, teams, joint ventures
and affiliations are encouraged to respond to the RFPs. Offerors may
submit an offer in one or more functional areas. However, offerors are
limited to submitting one proposal as a prime contractor in each
