COMMERCE BUSINESS DAILY ISSUE OF AUGUST 29,2000 PSA#2674 SUNWISE SCHOOL PROGRAM EVALUATION The Environmental Protection Agency
intends to award a sole source Simplified Acquisition Order to the
Boston University Skin Oncology, Cancer Prevention & Control Center's
Skin Cancer Prevention Team 720 Harrison Avenue DOB-801A Boston, MA
02118. This work will focus on performing program evaluation of the
effectiveness of the SunWise School Program during the 2000-2001 school
year. This work will include surveying students at SunWise pilot
schools, surveying parents at SunWise pilot schools, tracking and
monitoring classroom activities as they relate to the SunWise program,
tracking and monitoring school policies of administrators as they
relate to the SunWise program, participate in the SunWise Advisory
Board and other meetingss with EPA staff. The reason this is a sole
source is first this is follow-on work from a previous evaluation
performed for the 1999-2000 school year and second, the Boston team is
uniquely qualified to evaluate the SunWise School Program. Some of the
characteristics that are deemed necessary for successful completeion of
this project are as follows: a contractor that is comprised of
researchers and scientists from the fields of dermatology,
epidemiology, biostatistics, cancer control, health education,
experimental studies, community-wide interventions and study and survey
design; breadth, depth and diversity of experience in skin cancer
prevention and detection'; a deep knowledge/familiarity with and
contribution to the evaluation of sunprotection programs throughout the
USA and the world; numerous reports, case studies, and manuscripts that
have been published in medical literature; internationally known for
the their work in the oncology field; and a collective background
experience in skin cancer and public attitudes to health programs and
interventions. If any small business firm (According to FAR Part 13,
all simplified acquisitions are reserved for small business, this
includes not-for-profits and educational institutions) possesses these
characteristics, please submita capability statement or other document
detailing your companies expereince/knowledge in each of the
characteristics listed above. EPA technical representatives will
evaluate any information submitted and make a determination of a
companies qualifications to complete this work. Information should be

if no inquiries are received that necessitate the delay in the award.
