This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is N62467-00-Q-3729 and is issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-19. This requirement is being solicited restricted to small businesses. The Standard Industry Code (SIC) is 8999, Services Not Elsewhere Classified. The Size Standard is $5,000,000. One contract line item applies as follows: 0001 The contractor shall supply all materials, equipment, labor and supervision to complete exterior surface restoration of the BOQs at NAS Pensacola FL, Bldgs 600, 3251 and 3246 by using chemical restoration system to remove and destroy all embedded dirt,fungus, mildew, algae, metal stain, and paint residue. System used must be environmentally safe. Pressure washing is not allowed. Offerors shall submit any applicable Material Safety Data Sheets on chemicals to be used in performance of work under this RFQ with the bid. Bldg 600 treatment areas: exterior brick walls, sidewalks, landscape timbers; Bldg 3251 areas: exterior stairwells, stucco walls, balconies, sidewalks; Bldg 3246 areas: exterior stairwells. A site visit is scheduled for Thursday, 07 Sep 00, convening at 0900 at ROICC, Bldg 746, 520 Turner Rd, NAS Pensacola FL 32508. Interested parties are strongly urged to attend. Contract period of performance will be 60 days from date of award. The provision at FAR 52.212-1, Instruction to Offerors-Commercial Items applies. FAR 52.212-2, Evaluation-Commercial Items applies with para (a) complete as follows: Offers will be evaluated based on (i) price, (ii) past performance and (iii) technical capability to meet the Government's requirement in descending order of importance. The offeror shall submit three references over the past five years in which he has provided similar services comparable to the present acquisition. The clauses at FAR 52.212-4, Contract Terms and Conditions-Commercial Items and 52.212-5, Contract terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items apply to this acquisition. FAR clauses 52.212-5 (b)(8)(12)(13)(14)(15) ; 52.212-5(c)(1)(2)(4); 52.219-6 apply to this acquisition.
