15 -- INFORMATION SOUGHT SOL SP0740-00-R-XXXX DUE 092700 POC POC Barry Goldfarb: 614-692-1515/fax; 614-693-1678 Information Sought Defense Supply Center Columbus (DSCC) is planning to release a solicitation for consumable item support for all parts used on the United States Air Force (USAF) KC-135 Stratotanker airframe. The solicitation contemplates use of the third party logistician (3PL) concept. The contractor will be required to warehouse some residual Government inventory, forecast needs, and provide worldwide direct vendor support for the parts used on the KC135 airframe. These parts will be supported by the contractor for the KC135 and any other application. The major customer will be Oklahoma City Air Logistics Center (OC ALC). As part of the 3PL support, the contractor will be required to ship parts directly to the customer in a short time period, most likely 1, 3, 5, or 10 days depending on urgency. The Government anticipates awarding a contract with a three-year base period, and three (3), three-year options. The contract will utilize Electronic Data Interchange (EDI) to transmit and process orders. The objective of the contract will be to improve customer service, reduce costs, and streamline operations by placing inventory management and/or forecasting responsibility with the contractor. The following is requested from industry to determine the feasibility of the anticipated contract: 1) Customer Focus -- A summary of your knowledge and insight into the customers' buying and usage patterns for the airframe parts. This should include an emphasis on OC ALC. 2) Weapons System Focus -- Knowledge about the KC135 in particular and other systems that will use parts common to the KC135 airframe. This section should address your strategies for dealing with the challenges of worldwide support. 3) Suggested procedures to eliminate Government stock such as pre-purchasing it, storing it, or requisitioning it. 4) Your capability to provide worldwide 3PL support. 5) Your willingness to participate in supply chain management practices.
