Command intends to non-competitively procure Unmanned Aerial Vehicle
(UAV) Tactical Control Systems (TCS) and parts thereof for Foreign
Military Sales (FMS) customers. This effort includes systems design,
testing, and integration of both Block 0 and Block 1/2 configurations
of TCS hardware, software and related maintenance and/or upgrade
support to existing systems. This will be a series of sole-source
procurements to Raytheon E-Systems, Inc., Falls Church, VA, under
modifications to an existing contract, N00019-98-C-0190. Successful
completion of this effort requires intimate knowledge of the TCS core
hardware and software, various UAV related systems and the relationship
of UAV's within the air reconnaissance architecture. Raytheon
E-Systems, Inc. is the designer, developer, and sole manufacturer of
TCS and is the only known source with the in-depth knowledge of the
equipment necessary to perform this effort to meet schedule
requirements. The estimated period of performance is October 2000
