commercial items prepared in accordance with the format in Subpart
12.6, as supplemented with additional information included in this
notice. DESCRIPTION OF THE REQUIREMENTS: North Cascades National Park
uses VSAT technology to provide voice and data communications between
its Sedro-Woolley Headquarters and Stehekin District offices. The
point-to-point satellite circuit is the only telecommunications link
to/from Stehekin and is vital to our operation. The two locations are
within 60 miles of each other in western Washington. The system has
been in place since 1992 and currently includes, at each end, a 2.4m
antenna equipped with de-icing components; an outdoor unit (ODU,
consisting of a 3-watt RF unit with feed, a low noise converter (LNC)
with a noise temperature of 225 Kelvin, a power amplifier, and an
up-converter); an indoor unit (IDU, NEC D1230A variable rate modem with
V.35 interface); a PCSI Clarity Series 8000 multiplexer (mux); and
required cablingand electrical power. The circuit is 128kbps, Ku-band,
full duplex, full period, with QPSK (quadrature phase shift keying)
modulation, 1/2 rate forward error correction, and a bit error rate
(BER) of 1 x 10-7, which is multiplexed into five analog voice channels
and one 56k digital data channel. The full duplex voice channels
originate at Sedro-Woolley as one trunk and 4 OPXs (FXO mux inputs);
the OPXs come from a Toshiba Strata DK280 PBX. At Stehekin, four FXS
mux outputs feed into a Lucent Technologies Legend key system with
analog phones and a fax machine. The fifth voice channel goes directly
to an analog phone and fax. The ends of the data channel currently
terminate in Cisco 2501 and 2611 routers. The 2501 at Stehekin has a
single ethernet LAN connection and a single synchronous serial port
connection. The 2611 at Sedro-Woolley has a 16 port asynchronous
module, dual ethernet ports and two dual serial port modules of which
three are in use, including the one used for Stehekin. The technology
associated with this type of communications has evolved considerably
since this system was installed. This RFQ is to purchase equipment to
replace the multiplexers with current technology that will improve the
performance and efficiency of our fixed bandwidth. We encourage you to
be creative in your design. Our research indicates that there are at
least three possibilities: upgrade to newer mux technology, replace
with routers, or replace with equipment that is an integrated mux and
router. Key performance attributes we are looking for are dynamic
bandwidth allocation and improved compression and clarity. The
equipment must support 5 -- 7 voice channels, two of which will also be
used for faxing and a 56k (minimum) data channel. Voice channels should
get priority over data when in use. The equipment must be able to be
programmed remotely and be compatible with the existing ODU, IDU, and
link. CONTRACT LINE ITEMS (CLINs): CLIN 1: Equipment, 2 each, including
associated cabling; CLIN 2: Installation and configuration, 2 jobs (can
be priced separately for each location). INSTRUCTIONS: Offerors shall
provide prices for all necessary labor and materials required to
perform all services described herein. Offers shall explicitly describe
your technical approach, including pros/cons of your suggested design,
a statement regarding the future evolution of the technology you
suggest (namely, is it forward-looking or soon to be obsolete), and
warranty terms for each piece of equipment and
installation/configuration. Describe the type(s) and level(s) of
maintenance support available for each piece of equipment. Include
manufacturers' data sheets on all products. Prices shall include
installation and configuration at Sedro-Woolley and Stehekin. The
system must run error-free for 72 hours prior to acceptance. Target
installation date is November, 2000. Installation of the new equipment
shall be coordinated with the park so as to minimize service
interruption. Stehekin, Washington, is a remote wilderness community,
located at the headof Lake Chelan. It is 50 miles uplake from Chelan,
Washington, and cannot be reached by car, but can be reached by boat or
float plane. Lodging and limited restaurant facilities are available;

Chelan Airways (509-682-5555). DETAILS: This announcement constitutes
the only solicitation. Proposals are being requested and a written

clauses are those in effect through Federal Acquisition Circular (FAC)
97-18(a), dated 8/7/00. This solicitation is restricted to small
businesses, SIC 4899, Communications Services, Not Elsewhere
Classified. We expect to award a firm-fixed price contract. The FAR
provisions at 52.212-1, Instructions to Offerors -- Commercial Items,
and FAR 52.212-4, Contract Terms and Conditions -- Commercial Items
apply to this RFQ. FAR 52.212-5, Contract Terms and Conditions Required
to Implement Statutes or Executive Orders -- Commercial Items, also
applies to this acquisition, with paragraph (b) clauses indicated by
number 1, 5, 11, 12, 13, 14, 15, 17, and 24. A completed copy of FAR
52.212-3, Offeror Representations and Certifications -- Commercial
Items, must be returned with your offer. The Government expects to
award a contract resulting from this RFQ to the responsible offeror
whose offer conforming to the RFQ will be the most advantageous to the
Government, price and other factors considered. The following factors
will be used to evaluate offers: (1) Offeror's proposed technical
approach (capability of the item offered to meet the Government's
need); (2) Offeror's proposed price; and (3) Offeror's past
performance. The deadline for receipt of offers is September 11, 2000,
11:00 a.m. local time. Proposals shall be signed by an official
authorized to bind your organization. Offers may be submitted on
letterhead or the Standard Form 1449. Refer to FAR 52.212-1 and
instructions above for what must be included with your offer. Submit
