59 -- SOLE SOURCE FOR REPLACEMENT OF SECURITY ACCESS CARDS AND READERS SOL 105-00 DUE 091200 POC Mary Welch 515-663-7415 fax 515-663-7482 The UDSA National Animal Disease Center,2300 Dayton Ave, Ames, Iowa 50010 intends to procure on a sole source basis with Johnson Controls Inc., for Replacement Security Access Cards and Readers under authority of FAR 6.302-1 (a) (2) (ii). This procurement package includes warranty of cards previously procured for the Center security access system, including and increase in the quantity of replacement cards to provide approximately the same cost value as 200 existing cards. This procurement follows on existing contracts for the Center-Wide Building Automation System which uses the Johnson Controls "Metasys" computer-based control system software and compatible hardware. Use of any other source would result in substanial dupliction of cost to the Government/center for: a) Hardware and software to integrate the card readers into the JCI systems. b) Additional training for personnel for installation and maintenance of the alternate hardware, c)additional training for operating personnel in the Central Control Room and for the Security Services Contractor. d) Additional stock requirements for hardware repair e) Additional future costs to replace the hardware in the future to provide security access to all Ames location ARS and APHIS facilities with a single keycard. NVSl (APHIS) and the Soil Tilth Laboratory (ARS) are currently on JCI building automation systems The Government believes this contractor is the only source able to provide the required supplies with the time frame required and satisfy agency requirement. This notice of intent is not a request for competitive quotes or proposals. Interested persons seeking to challenge the sole source justification must present clear and convincing evidence of their capability to provide the requirements within 15 days after the date of publication of this synopsis. No contract will be awarded on the basis of offers received in response to this notice, but will be used to determine if a comparable source is available and more advantageous to the government in future procurements.
