Army Corps of Engineers, Vicksburg District, proposes to issue [for
the U.S. Army Engineer Research and Development Center (ERDC),
Waterways Experiment Station (WES), Vicksburg, Mississippi] a sole
source contract to FLIR Systems, N. Billerica, MA, for the purchase of
one (1) Well Plate Reader Environmental Chamber. The environmental
chamber must be designed to monitor, report and rank chemical or
metabolic activities in test systems. The design should satisfy use as
a high throughput (more than 50 assays per day) instrument. The
environmental chamber, as a whole, must be capable of image acquisition
via automated sample handling with stringent environmental control from
ambient to 50oC. In addition, the system should include an internal
standard for system calibration and include all necessary computer
hardware (RS232 interface) and software (image capture and analysis,
file export and communication with chamber) for complete function and
control. The chamber must be compatible for use with ERDC's existing
FLIRTM ThermacamTM SC3000 infrared camera, and using this camera be
capable of detecting radiant energy (as low as a 20 mk differential)
from introduced samples. The system must also be capable of processing
this data providing a time versus energy plot for each sample
analyzed. This item is the only system of its type commercially
available that meets or exceeds the minimum selection criteria. The
procurement of this system is critical to ERDC's research and
development program. A firm fixed-price contract will be awarded
utilizing the Simplified Acquisition Procedures for Commercial
Services. Any other responsible source able to provide the supplies
referenced above is encouraged to respond to this announcement within
