Army Corps of Engineers, Vicksburg District, proposes to issue [for
the U.S. Army Engineer Research and Development Center (ERDC),
Waterways Experiment Station (WES), Vicksburg, Mississippi] a sole
source contract to DRS Technologies, Cupertino, CA, for the purchase of
two (2) complete ultra high-speed digital camera systems for the
purpose of capturing, collecting and rapidly processing digitally
stored images for immediate feedback. At least one of the cameras must
be able to capture 16 frames of useable data with a resolution of at
least 1280 X 1024 pixels. The second camera must be able to capture at
least 8 frames of useable data with a resolution of at least 576 X 385
pixels. Both cameras must be supplied by the same vendor to ensure
compatibility and to reduce training needs. The systems must be able to
digitally capture and digitally collect data at an effective framing
rate of at least 100,000,000 frames per second with programmable
exposure ranges from 10 nanoseconds to 10 milliseconds. Each camera
system provided by the vendor must be fully computer controlled using
at least one PC (INTEL Pentium Class of at least 200 MHz) supplied by
vendor per camera, PC interfaces by vendor-provided fiber optic cable,
control, analysis and display software running WINDOWS 95 at a
minimum, high resolution monitor, and be ruggedized to withstand
transportation to remote sites. The associated software must offer
on-the-spot analysis of on-going experiments; i.e., speed and yaw of
projectiles and pseudo-coloration of explosion events. Each frame must
be captured individually in case of tube failure for a given frame.
One 100-meter fiber optic control cable and a high power 1.5
millisecond, 1000 joule, flash lamp is also required. This item is the
only system of its type commercially available that meets or exceeds
the minimum selection criteria. The procurement of this system is
critical to ERDC's research and development program. A firm fixed-price
contract will be awarded utilizing the Simplified Acquisition
Procedures for Commercial Services. Any other responsible source able
to provide the supplies referenced above is encouraged to respond to
this announcement within 15 days after its publication. This is not a
