Social Security Administration (SSA) is interested in receiving
quotations from firms that can provide the Nextpoint Software and
software subscription listed herein. This is a combined
synopsis/request for quotation numbered SSA-RFQ-00-8079 for commercial
item software and services prepared in accordance with FAR subpart
12.6 as supplemented with additional information included in this
notice. THIS IS THE ONLY ANNOUNCEMENT. QUOTATIONS ARE BEING REQUESTED;
A SEPARATE, WRITTEN REQUEST FOR QUOTATION WILL NOT BE ISSUED. This
procurement is being conducted as a simplified acquisition in
accordance with FAR Part 13. The standard industrial classification
code for this acquisition is 7372. The small business size standard is
$18 million. This request for quotation and incorporated provisions
and clauses are those in effect through the latest Federal Acquisition
Circular. BACKGROUND: The purpose of the prospective order is to
provide the SSA, Office of Telecommunications and System Operations,
with Nextpoint Software and annual subscription service. Nextpoint
software is currently used at SSA to monitor and report performance on
the different networks and infrastructure components. It is used to
measure token ring infrastructure ring utilization and monitor and
report Internet response times. In conjunction with the conversion to
MCI FTS2001 Frame Relay and Cisco routing environment, SSA plans to
procure additional Nextpoint software that monitors and reports on the
frame relay circuits (utilization, congestion and performance) and
routers) utilization and performance). Also, a product to monitor the
performance of the ATM Wide Are Network Circuits. SSA conducted an
evaluation of several software products and the Nextpoint software
tools were deemed to possess the necessary capabilities required by the
agency. REQUIREMENTS: The agency intends to purchase one (1) each of
the Nextpoint Server software; Service Level Manager; Predictive
Analysist and Element Polling License (2000). Two (2) each of the
Nextpoint Frame Relay Manager and Custom Collector, (all current
versions); plus an Annual Subscription Service. DELIVERY: To the Social
Security Administration, Receiving Clerk, 6301 Security Boulevard,
Baltimore, Maryland 21235 no later than 30 days after award. ADDITIONAL
INFORMATION: 1) Offerors shall quote on all or none of the items
identified herein; 2) provide commercial price lists and applicable
licenses; 3) must be capable with Windows NT server and/or workstation,
and Microsoft Internet Explorer Browser version 4.0 and/or 5.0; and 4)
the software will reside on various servers, routers, and/or
workstations throughout SSA and the State Disability Determination
Services (DDS) sites. RFQ INSTRUCTIONS: The following provisions at FAR
52.212-1 Instructions to Offerors_Commercial, (tailored) apply to this
acquisition: (b)1 through (b)9,(b)11,(c),(f),and (g). There are no
addenda to these provisions. The provisions at FAR Part 52.212-2
Evaluation_Commercial Items apply to this acquisition. The Government
will award to the responsible offeror whose offer meets the
requirements in this request for quotation at the lowest cost to the
Government. A written notice of award or acceptance of an offer, mailed
or otherwise furnished to the successful offeror within the time for
acceptance specified in the offer, shall result in a binding contract
without further action by either party. Offerors are advised to include
a copy of the provision at FAR Part 52.212-3, Offeror Representations
and Certifications_Commercial Items, with their offer. The provisions
at FAR Part 52.212-4, Contract Terms and Conditions_Commercial Items,
apply to this acquisition. There are no addenda to these provisions.
The following provision at FAR Part 52.212-5, Contract Terms and
Conditions Required to Implement Statutes or Executive
Orders_Commercial Items (tailored), apply to this acquisition: (a)(1),
(a)(2), (b)(1),(b)(11) through (b)(16), and (b)(23). Quotations in
response to this request shall be submitted to the Government Contract
Specialist by3:00 p.m. EST Tuesday, September 6, 2000(no exceptions).
