Broadcasting Bureau (BBG/IBB) Office of Contracts, Simplified
Acquisitions Branch (CON/SA) intents to solicit, negotiate, and award
a Purchase Order (contract) on a non-competitive basis using Simplified
Acquisition Procedures (FAR Part 13) to Ward-Beck Systems, LTD, Toronto
Ontario, Canada for the purchase of Ward-Beck Part No. OSP-6, Stereo
Mixer/Monitor with Programmable Mix Minus; Quantity: 100 each. The
Voice of America is currently installing a large scale Integrated
Digital Audio Production Systems, (IDAPS). The IDPAS project will
replace much of the aging broadcast equipment with a high-speed
client-server based digital computer network. Additional ancillary [not
computer] hardware is required to interconnect IDPAS to additional
audio broadcast equipment. The above equipment will be the
interconnection point between the IDPAS and all the other audio
components utilized at individuals workspaces. Ward-Beck is the
manufacturer of the above equipment and it is not available from
another source. The statutory authority permitting other than full and
open competition that is applicable to this procurement is FAR Subpart
6.302-1 (a) (2), 41 U.S.C. 253 (c) (1), which states: Awhen the
supplies or services required by the agency are available from only one
responsible source and no other type of supplies or services will
satisfy agency requirements, full and open competition need not be
provided for.@ This Notice of Intent is not a request for competitive
price quotations. Interested firms or persons may identify their
interest and capability to respond to this requirement. All such price
quotations must be received by the Government by 5PM EST, Friday,
September 8, 2000 to be considered. A determination by the Government
not to compete this proposed purchase order (contract) based upon
responses to this Notice is solely within the discretion of the
Government. Any information received from interested firms/persons
responding to this notice will normally be considered solely for the
purpose of determining whether to conduct a competitive procurement.
